HUMAN RESOURCE MINIMUM OBLIGATORY INFORMATION REQUIREMENTS (<strong>HRMOIR</strong>)2012/13 Financial YearTier 3 management:• Is responsible to Tier 2 Management.• Formulates policies and/or plans for their area of control and manages abudget and/or employees/resources.• Is the interface between Tier 2 management and lower level managers.• Does not include professional and graduate staff, e.g. engineers, medicalpractitioners, accountants, etc. unless they have a primary managementfunction.Remarks/Validation:A valid code must be used. <strong>Data</strong> will not be accepted by WACA if:4. Employment<strong>Data</strong>• The field is left blank.• Any character is used other than the codes shown above.If the management tier employee is on leave, he/she should be coded as a 9 and theoccupant acting in the position should then be coded to the relevant managementtier.However, if the management tier employee is on leave for the entire snapshot and theposition remains vacant, the management tier employee on leave should not bechanged. (Note: this is an instructional change from previous <strong>Data</strong> <strong>Definitions</strong>)Most organisations will have only one person in Tier 1 management (CEO). For Tier 2and Tier 3, include only people with management responsibilities.
