28805(f) participating m the development and implementation ofBosnian Serb governmental policies intended to advance theobjective of the joint criminal enterprise;(g) disseminating, encouragmg and/or facilitating thedissemination of propaganda to Bosnian Serbs intended toengender in Bosnian Serbs fear and hatred of Bosnian Muslims andBosnian Croats or to otherwise win support for and participation inachieving the objective of the joint criminal enterprise, including:• that Bosnian Serbs were in jeopardy of oppression, includinggenocide, at the hands of Bosnian Muslims and BosnianCroats; and• that territories on which Bosnian Muslims and BosnianCroats resided were Bosnian Serb land;(h) engaging in, supporting and/or facilitating efforts to deny orprovide misleading information about crimes against BosnianMuslims and Bosnian Croats and about the role that Serb Forceshad played in those crimes to representatives of the internationalcommunity, non-governmental organizations, the media and thepublic, thereby facilitating the commission of crimes in furtheranceof the objective of the joint criminal enterprise;(i) failing to take adequate measures to protect Bosnian Muslimand Bosnian Croat prisoners of war and detainees within thecustody or control of the VRS and other elements of Serb Forcesunder his effective control while under a duty to do so stemmingfrom his position described in paragraph 32.
