Crimes Committed to Spread Terror among the Civilian Populationof Sarajevo through a Campaign of Sniping and Shelling14. Between 12 May 1992 and November 1995, Ratko MLADICparticipated in a joint criminal enterprise to establish and carry out acampaign of sniping and shelling against the civilian population of Sarajevo,the primary purpose of which was to spread terror among the civilianpopulation. This joint criminal enterprise existed between April 1992 andNovember 1995. The objective of this criminal enterprise involved thecommission of the crimes of terror, unlawful attacks on civilians, andmurder charged in this <strong>indictment</strong>.15. Ratko MLADIC shared the intent for the commission of each ofthese crimes with others who acted in concert with him in this criminalenterprise including: Radovan KARADZIC; MomCilo KRAJISNIK;Biljana PLAVSIC; Nikola KOLJEVIC; Stanislav GALIC; DragomirMILOSEVIC; and Vojislav SESELJ. Each of these individuals, by his orher acts or omissions, contributed to achieving this objective.16. Other members of this joint criminal enterprise included: members ofthe Bosnian Serb leadership; republic-level members of Bosnian SerbPolitical and Governmental Organs; regional, municipal and local levelmembers of Bosnian Serb Political and Governmental Organs withresponsibility in or for the Sarajevo area; commanders, assistantcommanders, senior officers, and chiefs of JNA, VRS, TO, and MUP unitswhose areas of responsibility included the Sarajevo area; and leaders ofSerbian and Bosnian Serb paramilitary forces and volunteer units operatingCase No. IT- 09-92-1 9 1 June 2011
