What are the major complaints about cats, and will these legislative provisions resolve them?The main source of complaint received are wandering cats and the noise they create duringmating season. Other impacts are addressed in the discussion paper.25 - 26. Local governments, particularly those which have cat local laws, are specifically requested toprovide detail on the following matters (if known).The City does not have Local Laws relating to Cats. There is insufficient information toestablish costs of administration of the proposed cat legislation.27. Will local governments, particularly those without cat local laws, enforce the proposed provisions?Please include a reason for the response?The City of Bayswater would consider the enforcement of the proposed cat legislation.Anecdotal evidence indicates that there is a community expectation for Local Government tomanage cat issues in the community.28. What are the practical issues local governments see relating to enforcement of this cat legislation?a) Use of Cat Traps and the welfare implications use of traps provide.Rationale:Local Governments that currently seize and impound cats, unlike dogs, use cat traps as the primarymethod of capture.Advice received from a Western Australian animal welfare agency is that the use of traps for catsendorsed by that agency.The City would seek that the legislation includes prescribed methods of capture and capture devices.b) The costs associated with administration of the legislation and the costs associated witheducation.
