TermDefinitionAppropriate <strong>Adult</strong> Scheme The <strong>Fife</strong> Appropriate <strong>Adult</strong> Scheme operates on a 24hour 7day 52 week service. The service is provided by 9trained individuals who all have experience in assistingpeople with communication difficulties.The role of an Appropriate <strong>Adult</strong> is to facilitatecommunication and to provide support for adults aged 16years plus with learning disability, mental ill health, braininjury, autism or any other cognitive impairment, whocome into contact with the Police. The service isavailable to witnesses, victims, suspects or accusedpeople at police interview, specific forensic procedures orexamination, and precognition.Appropriate <strong>Adult</strong>s are accessed by police officers viathe <strong>Fife</strong> Forces Call centre.Assessment OrderBanning OrderCapacityContemporaneous notesCouncil OfficerThis order allows a Council Officer to take the adult froma place visited by the officer, in the course of theirinvestigation, to conduct a private interview and for ahealth professional to conduct a medical examination.This order bans the subject of the order from being in aspecified place, for up to six months. It will only begranted where an adult at risk is being, or is likely to be,seriously harmed by another person and the Sheriff issatisfied that banning the subject of the order from theplace, will better safeguard the adult’s wellbeing orproperty, than by moving the adult.A banning order can be made subject to any specifiedconditions. The Sheriff can also grant a temporarybanning order pending the determination of a fullbanning order.The ability to make an informed choice. <strong>Adult</strong>s who maylack capacity in certain areas are defined as being:“incapable of acting, making decisions, communicatingdecisions, understanding decisions, or retaining thememory of decisions, by reason of mental disorder orphysical disability” (<strong>Adult</strong>s with Incapacity (Scotland) Act2000).Handwritten notes taken at the time of an interview,discussion or telephone conversation.A Registered Social Worker with at least 12 months postqualifying experience appointed by <strong>Fife</strong> Social WorkService. Authorised to conduct an investigation toestablish if an adult is at risk of harm and to decide whatmeasures should be put in place to provide protection.Council Officers are predominantly sited in Assessmentand Care Management Teams.72
