1.0 IntroductionUttarakhand is renowned for its scenic beauty and rivers. India's two majorrivers viz. Ganga and Yamuna start their journey from here. Besides these tworivers, Uttarakhand has a large network of rivers and canal which provides animmense scope for hydropower energy. One of the first hydro-power station in Indiawas commissioned at Galogi in 1907. More power stations were subsequentlydeveloped over a period of time. .12th February, 2001 - A new dawn in the Power Sector of Uttarakhand whenUJVNL came into existence, with some promises to keep with the home state, toemerge as a Power Major and to make the state, so called "Urja Pradesh".Uttarakhand has a very high potential which is yet to be developed and to giveimpetus to power sector, Uttarakhand Jal Vidyut Nigam Limited (UJVNL) wasformed. UJVNL is a wholly owned Corporation of the Government of Uttarakhand setup for managing hydro power generation at existing power stations anddevelopment, promotions of new hydro projects with the purpose of harnessing, theknown, and yet to be known, hydro power resources of the State.Today, UJVNL operates hydropower plants ranging in capacity from 0.2 MWto 304 MW, totaling up to 1306 MW. Though the State is more or less sufficientin its energy generation to meet its own requirements, it is committed to develop itshuge hydro power resources in an early and efficient manner for economic well-beingand growth of the State and its people.The name of the organization was changed to UJVN Limited with effect from 4 th April,2011. UJVN Limited has diversified from Hydro power generation to generation fromother sources of energy like solar, coal, gas, wind etc. and transmission, distribution& trading of electricity. UJVN Limited wishes to expend its pool of advertisingagencies for various activities and intend to empanel professionally managedadvertising agencies for its various jobs.2.0 Procedure for Empanelment(a)(b)Contents pertaining to From I and From II should be in A-4 size only and must beeach kept in separate folders duly superscribed “Form-I UJVN LimitedEmpanelment”, Form-II UJVN Limited Empanelment”, etc. All these folders mustthen be kept in one large envelope duly superscibed “Application for UJVNLimited Empanelment”, and must be submitted on or before 12.01.2012 toManager (A&S), UJVN Limited, “Ujjwal”, Maharani Bagh, G.M.S. 3.0 Duration of EmpanelmentThe empanelment will be for a period of one year from the date of empanelmentwhich can be extended further as per requirement.However, UJVN Limited reserves the right to terminate the empanelment of anyor all agencies at any time.4.0 Qualifying CriteriaThe qualifying requirements are stipulated below. An agency not meeting any one of thefollowing criteria would be summarily rejected and would not be considered for evaluation.Sl.No. Qualifying Requirements Document to be submitted1. Documentary proof in support ofexperience in the fields.3. 5.0 Terms and Conditions1. Applications received after due date & time or without necessary documents will be rejected.2. Any form of canvassing, from any source whatsoever, shall invite immediate disqualification.3. UJVN Limited reserves the right to enlist any number of advertising agencies and can release theadvertisement, tender notices, etc., through any of the listed advertising agencies on rotationbasis from time to time. The advertising agencies shall not have any claim whatsoever in thisregard.4. The empanelled advertising agency is expected to maintain high level of professional ethics andwill not act in any manner, which is detrimental to UJVN Limited’s interest. Agency will alsomaintain confidentiality on matters. UJVN Limited reserves the right to impose penalty in case ofany violation of the above.5. The selected advt. agencies are required to supply copies of current rate cards of all national andregional dailies to UJVN Limited immediately after empanelment to help facilitate prompt releaseof payment.6. Along with the bill (in triplicate) for payment the agency shall furnish a tear sheet of eachpublication carrying advertisement & release order received by them in respect of UJVN Limitedadvertisement, which should confirm that the advertisement has been released on DAVP rates.7. All payments shall be subject to TDS, at the rates as applicable time to time.8. The agencies will not be paid for translation of material in English to Hindi or to any other Indianlanguages, if required.9. For all advertisements including tenders in newspapers, No charges will be paid for design andsupply of artwork/photocopies.10. The agency should be able to execute order at short notices and even on holidays.11. The agency will have to attend UJVNL’s Office to collect the advertisement within short notice ofintimation and no charges will be paid towards their travel.12. UJVN Limited shall not be responsible for any dispute between the advertising agency and thenewspapers/publishers in regard to the payment to be made by the advertising agency to thenewspapers. Also, UJVN Limited shall not be responsible for any dispute between the advertisingagency and the newspapers in whatever matter.13. UJVN Limited reserves the right for rejection of any/ all applications without assigning any reasonwhatsoever. All decisions taken by UJVN Limited would be final and no further representation inthe regard will be entertained.14. Either party may terminate the contract by giving a notice of two months.15. All disputes between the parties shall be referred to the sole arbitration of the Managing Director,UJVN Limited or a person appointed by the Managing Director, UJVN Limited. The award of theArbitrator shall be final and binding subject to the provisions of the Indian Arbitration &Conciliation Act, 199616. 6.0 Periodic ReviewThe performance of the empanelled agencies will be subject to continuous reviews.Agencies showing poor performance and services will be warned and suitable action, includingtermination may follow. Performance and services of Agencies would be reviewed form time totime. UJVN Limited reserves the right to terminate the services of any agency at any time withoutassigning any reason whatsoever. UJVN Limited reserves the right to debar an agency for asuitable period.7.0. Scope of work.(a)Publication of all forms of advertisement (General & Display) including Notice InvitingTender (NIT), Expression of Interest, recruitment etc.(b) Such other jobs for UJVN Limited and other organization with which UJVN Limited may beassociated.8.0 Submission of DocumentThe agency shall submit following documents (only A-4 size) along with the offer documents1. Other particulars for empanelment Form II9.0 Evaluation of Offers.The process of empanelment will be done in two phases.Stage-IAll the proposals will be scrutinized to assess their eligibility based on the qualifying criteria. Theoffers not meeting the qualifying requirement will be summarily rejected.Stage-IIAll the eligible offers will be evaluated based on the Corporate strength, experience andcompetence as per the points indicated in Annexure-I (Evaluation Criteria).Page 6 of 13

Top ranked applications securing marks equal to 51 (Fifty one) or greater; out of 85 will be calledfor further evaluation by the committee for presentation (Maximum marks 15) to be organized atUJVN Limited. The presentation topic will be decided by UJVN Limited.A committee shall physically verify the existence of office establishment of the agency inDehradun. If no office is found at the address or the given information is incorrect then the offershall be summarily rejected.On the basis of combined marks out of 100, a final ranking will be prepared. A decision will thenbe taken for empanelment of top ranking agencies depending on overall evaluation & suitabilityand UJVN Limited’s requirement.
