long-term development strategies, (b) the coord<strong>in</strong>ation mechanisms were notreally enforced, <strong>and</strong> (c) the government played an ambiguous role with respectto vested <strong>in</strong>terests.The next country to privatize will be Mali, where the governmentannounced <strong>in</strong> May 2008 that CMDT would be sold to four private companies,each with a regional monopoly. In Cameroon, the privatization <strong>of</strong> thecotton company SODECOTON is on the agenda, but no timetable has beenagreed on because <strong>of</strong> the mixed attitude <strong>of</strong> some stakeholders, who fear thatit might endanger the positive role that cotton has played <strong>in</strong> rural development<strong>and</strong> social stability <strong>in</strong> the northern region <strong>of</strong> the country. Other privatizationsare also planned for the short term, <strong>in</strong> Ben<strong>in</strong> (SONAPRA) <strong>and</strong> Chad(COTONTCHAD). These new privatizations should build on the experience<strong>of</strong> Burk<strong>in</strong>a Faso. However, the likelihood <strong>of</strong> attract<strong>in</strong>g strong <strong>and</strong> pr<strong>of</strong>essional<strong>in</strong>vestors, given prevail<strong>in</strong>g market conditions <strong>and</strong> f<strong>in</strong>ancial difficulties,is a concern.Evolution <strong>of</strong> Government’s Role <strong>and</strong> Empowerment <strong>of</strong> IPCsThe creation <strong>of</strong> Interpr<strong>of</strong>essional committees (IPCs) to take over monitor<strong>in</strong>g<strong>and</strong> coord<strong>in</strong>ation responsibility <strong>in</strong> the cotton supply cha<strong>in</strong> has been viewed asa way to remedy the deficiencies <strong>of</strong> the traditional state-controlled model <strong>and</strong>as a way <strong>of</strong> complement<strong>in</strong>g the strengthen<strong>in</strong>g <strong>of</strong> farmer unions. Progress <strong>in</strong>operationaliz<strong>in</strong>g IPCs has been mixed:■■■■Ben<strong>in</strong> created the first IPC <strong>in</strong> 1999. The body was given a legal m<strong>and</strong>ate buthas been struggl<strong>in</strong>g to exercise its power s<strong>in</strong>ce it was created, because f<strong>in</strong>aldecision mak<strong>in</strong>g rema<strong>in</strong>s with the government.Burk<strong>in</strong>a Faso created its IPC <strong>in</strong> 2006 <strong>and</strong> empowered it to regulate relationshipsbetween stakeholders <strong>in</strong> the sector, especially for the fund<strong>in</strong>g<strong>and</strong> provision <strong>of</strong> critical functions (extension, research, <strong>and</strong> road ma<strong>in</strong>tenance)<strong>and</strong> decisions on producer prices. These responsibilities were previouslyexercised by the government. The capacity <strong>of</strong> the Burk<strong>in</strong>a FasoIPC to effectively manage the sector rema<strong>in</strong>s weak, as revealed by therecent f<strong>in</strong>ancial crisis, by the marg<strong>in</strong>al role <strong>of</strong> the two private cotton companies<strong>in</strong> decision-mak<strong>in</strong>g processes, by the residual <strong>in</strong>fluential power <strong>of</strong>the government (<strong>in</strong> particular, through SOFITEX <strong>and</strong> local parastatalbanks), <strong>and</strong> by the absence <strong>of</strong> regional coord<strong>in</strong>ation bodies <strong>in</strong> each <strong>of</strong> theconcession zones.An IPC is scheduled to be created <strong>in</strong> Mali <strong>in</strong> 2008 (after the privatization <strong>of</strong>CMDT).In Cameroon there is only one cotton company <strong>and</strong> one farmer organization.The creation <strong>of</strong> an IPC has not, up to now, been deemed necessary to achievecomanagement <strong>of</strong> the supply cha<strong>in</strong>, but the two stakeholders have reached ahigh degree <strong>of</strong> cooperation <strong>in</strong> the decision-mak<strong>in</strong>g process on all sector issues.36 GERGELY AND POULTON
