The presentation is structuredaccord<strong>in</strong>g to the two subsets <strong>of</strong> countries—West <strong>and</strong> Central <strong>Africa</strong>(WCA) <strong>and</strong> East <strong>and</strong> Central <strong>Africa</strong> (ESA)—because the countries <strong>in</strong> eachgroup feature a relatively common history, at least <strong>in</strong> prereform models.WEST AND CENTRAL AFRICA<strong>Cotton</strong> was <strong>in</strong>troduced <strong>in</strong> most Francophone countries <strong>of</strong> West <strong>and</strong> Central<strong>Africa</strong> (WCA) <strong>in</strong> the last decades <strong>of</strong> the colonial period, as part <strong>of</strong> a broad policyaim<strong>in</strong>g to supply the French textile <strong>in</strong>dustry with raw material. To that end,the French government created a dedicated parastatal company, CFDT (CompagnieFrançaise pour le Développement des Fibres Textiles). CFDT wasentrusted with develop<strong>in</strong>g cotton cultivation as an <strong>in</strong>tegrated supply cha<strong>in</strong>—from the provision <strong>of</strong> <strong>in</strong>put to farmers to the market<strong>in</strong>g <strong>of</strong> l<strong>in</strong>t—<strong>in</strong> countries<strong>of</strong> Francophone <strong>Africa</strong>. After <strong>in</strong>dependence <strong>in</strong> 1960, CFDT cont<strong>in</strong>ued to operatethrough various country or subregional branches until the mid-1970s,when these branches were turned <strong>in</strong>to national companies with a majority <strong>of</strong>31
