central body <strong>and</strong> that the state needs to play a key role with<strong>in</strong> this body. Thisrole is <strong>in</strong> contrast to local monopoly or concentrated systems, where <strong>in</strong>terpr<strong>of</strong>essionalcommittees dom<strong>in</strong>ated by g<strong>in</strong>ners <strong>and</strong> farmers have more potential toadequately manage the sector. Given the well-known problems <strong>of</strong> such state<strong>in</strong>volvement, the accountability <strong>of</strong> regulatory bodies toward g<strong>in</strong>ners <strong>and</strong> farmers<strong>in</strong> competitive systems needs to be strengthened. Because <strong>in</strong>centives are verylimited with<strong>in</strong> competitive sectors for <strong>in</strong>dividual g<strong>in</strong>ners to support long-termprograms for productivity growth, the state <strong>and</strong> the g<strong>in</strong>ners’ association mayhave to work with other actors (local government or donors, for <strong>in</strong>stance) todevelop programs that enhance the asset base <strong>of</strong> farmers <strong>and</strong> also generate benefitsbeyond the cotton sector. The review suggests that if competitive sectors (as<strong>in</strong> Ug<strong>and</strong>a) move to hybrid structures, such approaches need to avoid protect<strong>in</strong>gg<strong>in</strong>ners entirely from competitive pressure; this conclusion is based onUg<strong>and</strong>a’s experience, where entrenched overcapacity elim<strong>in</strong>ates cost advantagesthe sector would otherwise have. Tanzania’s agro-ecological <strong>and</strong> population settlementcharacteristics have so far protected it from the need to take the type <strong>of</strong>radical measures that Ug<strong>and</strong>a has experimented with for <strong>in</strong>put credit provision.However, if yields beg<strong>in</strong> to fall as a result <strong>of</strong> decl<strong>in</strong><strong>in</strong>g soil fertility (or possiblyone day to <strong>in</strong>creas<strong>in</strong>g pest pressure), <strong>and</strong> if the country wants to realize itspotential more fully, it may need to consider mov<strong>in</strong>g to a more coord<strong>in</strong>atedapproach.F<strong>in</strong>ally, when referr<strong>in</strong>g to the challenges faced by the various sector types, itis important to recognize that governments, private companies, farmers, <strong>and</strong>service providers may experience these challenges <strong>in</strong> very different ways. One<strong>of</strong> the next steps <strong>in</strong> the reform processes is therefore to ga<strong>in</strong> consensus on whatthese particular challenges are for specific actors <strong>and</strong> what further <strong>in</strong>vestmentis needed to address them.xxxivEXECUTIVE SUMMARY
