were to occur, it would most likely be toward a local monopoly or hybrid system.Ug<strong>and</strong>a began experiment<strong>in</strong>g with solutions to <strong>in</strong>put <strong>and</strong> seasonalf<strong>in</strong>ance market problems nearly as soon as it emerged from reform with about30 active g<strong>in</strong>ners. In 2003, it moved to a hybrid sector model that <strong>in</strong>cludedzon<strong>in</strong>g <strong>and</strong> seed cotton quotas, as a way <strong>of</strong> provid<strong>in</strong>g <strong>in</strong>centives for <strong>in</strong>vestment<strong>in</strong> <strong>in</strong>put supply. However, this model has also encountered problems<strong>and</strong> has been suspended for the 2007/08 season. By contrast, Tanzania hasdeveloped an approach to <strong>in</strong>put supply that features an important role for thegovernment, but it has always <strong>in</strong>corporated arrangements that allow it to preservethe strong competition among firms <strong>in</strong> the market for seed cotton. 96Key <strong>in</strong>sights from this work regard<strong>in</strong>g competitive systems <strong>in</strong>clude thefollow<strong>in</strong>g:■■Such coord<strong>in</strong>ation as does occur with<strong>in</strong> a competitive sector must comefrom some central body. Given the difficulty <strong>of</strong> obta<strong>in</strong><strong>in</strong>g consensus amonglarge numbers <strong>of</strong> compet<strong>in</strong>g g<strong>in</strong>ners, the state is likely to have to play a keyrole with<strong>in</strong> this body. This state is <strong>in</strong> contrast to local monopoly or concentratedsystems, where <strong>in</strong>terpr<strong>of</strong>essional committees dom<strong>in</strong>ated by g<strong>in</strong>ners<strong>and</strong> farmers have more potential to adequately manage the sector. The riskwith allow<strong>in</strong>g a state agency to play such a central role is that it can makemistakes, even if well <strong>in</strong>tentioned, <strong>and</strong> it could do worse if rent-seek<strong>in</strong>g orother motivations prevail. Thus, the accountability <strong>of</strong> regulatory bodies tog<strong>in</strong>ners <strong>and</strong> farmers needs to be strengthened.Incentives with<strong>in</strong> competitive sectors for <strong>in</strong>dividual g<strong>in</strong>ners to supportlong-term programs, such as <strong>in</strong>itiatives to enhance soil fertility or to promoteanimal traction, are extremely limited. Thus, the cotton board <strong>and</strong> theg<strong>in</strong>ners’ association may have to work with other actors (local governmentor donors, for <strong>in</strong>stance) to develop programs that enhance the asset base <strong>of</strong>farmers <strong>and</strong> also generate benefits beyond the cotton sector. In the sameway, they could possibly explore seasonal f<strong>in</strong>anc<strong>in</strong>g models (for example,Sav<strong>in</strong>gs <strong>and</strong> Credit Cooperatives 97 <strong>in</strong> Tanzania) that, over time, might allowsome farmers to access greater quantities <strong>of</strong> purchased <strong>in</strong>puts for cottonproduction.Ug<strong>and</strong>a’s hybrid approach to solv<strong>in</strong>g the <strong>in</strong>put credit problem <strong>in</strong> competitivesystems kept all g<strong>in</strong>ners <strong>in</strong> the market by grant<strong>in</strong>g them all quotas for outputpurchase. However, after four years, the result<strong>in</strong>g (erratic) improvements<strong>in</strong> service delivery had failed to stimulate an <strong>in</strong>crease <strong>in</strong> total seed cotton production.The ma<strong>in</strong> consequence <strong>of</strong> this measure, therefore, was to entrench thesector’s chronic overcapacity, thereby lead<strong>in</strong>g to operat<strong>in</strong>g costs that weremuch higher than they would otherwise be, especially consider<strong>in</strong>g the heavyuse <strong>of</strong> roller g<strong>in</strong>s <strong>in</strong> the country. Generaliz<strong>in</strong>g, we suggest that hybrid approacheswith<strong>in</strong> competitive sectors need to avoid protect<strong>in</strong>g g<strong>in</strong>ners entirely from competitivepressure from with<strong>in</strong> the country.CONCLUSIONS 179
