Internationally, these markets are chang<strong>in</strong>g fast as aresult <strong>of</strong> the <strong>in</strong>creased dem<strong>and</strong> for edible oil <strong>and</strong> animal feed related to competitivepressures on alternative uses <strong>of</strong> cereals <strong>and</strong> raw materials for bi<strong>of</strong>uelproduction. Meanwhile, <strong>in</strong>tra-<strong>Africa</strong> <strong>and</strong> <strong>in</strong>ternational comparisons <strong>in</strong>dicatethat some WCA sectors, <strong>in</strong> particular, receive very low prices for their seed,although others do much better. Improv<strong>in</strong>g the valorization <strong>of</strong> cotton seed hasa number <strong>of</strong> important policy implications <strong>and</strong> can take different forms:■■Movement toward open <strong>and</strong> transparent oil markets may br<strong>in</strong>g about betterprices for the seeds <strong>and</strong> better outcomes through <strong>in</strong>creased competition(such as improved <strong>in</strong>vestment climate, selection <strong>of</strong> pr<strong>of</strong>essional<strong>in</strong>vestors, stronger enforcement <strong>of</strong> the rules <strong>and</strong> regulations on importedoil, <strong>and</strong> so forth).Focused efforts to develop strategies with stakeholders for cottonseed oil<strong>and</strong> cake are also important. Despite the economic weight <strong>and</strong> strategicimportance <strong>of</strong> these activities, few countries have developed a strategy forcotton seed <strong>in</strong>dustries; this is an area donors might want to consider support<strong>in</strong>gat the domestic, subregional, <strong>and</strong> <strong>in</strong>ternational market levels.Improv<strong>in</strong>g the Productivity <strong>and</strong> Competitiveness <strong>of</strong> <strong>Cotton</strong>Production <strong>in</strong> <strong>Africa</strong>Bridg<strong>in</strong>g productivity <strong>and</strong> competitiveness gaps is also critical for strengthen<strong>in</strong>g<strong>Africa</strong>n cotton sectors. The ma<strong>in</strong> areas <strong>of</strong> focus for these efforts areproductivity at the farm level <strong>and</strong> efficiency <strong>of</strong> g<strong>in</strong>n<strong>in</strong>g <strong>in</strong>dustries.Productivity <strong>of</strong> <strong>Cotton</strong> Cultivation at Farm LevelIncreas<strong>in</strong>g productivity at farm level is necessary to improve a sector’s overallcompetitiveness <strong>and</strong> to make the cotton crop more pr<strong>of</strong>itable for farmers. Asshown <strong>in</strong> chapter 10, average yields <strong>in</strong> WCA sectors are about at the world ra<strong>in</strong>fedaverage but have stagnated s<strong>in</strong>ce the mid-1980s, while ra<strong>in</strong>fed cotton yields<strong>in</strong> other parts <strong>of</strong> the world have risen rapidly. Average yields <strong>in</strong> ESA countrieshave shown some improvement over time, 88 but they rema<strong>in</strong> much lower <strong>and</strong><strong>in</strong>deed have risen more slowly than the world ra<strong>in</strong>fed average. Delivery <strong>of</strong>high-quality <strong>in</strong>put packages to producers is clearly one requirement if productivityat farm level is to be <strong>in</strong>creased. The analysis <strong>in</strong> this book has shown thatsome sector types (monopolies <strong>and</strong> concentrated sectors) are much better at<strong>in</strong>put delivery than others. However, there are also several areas where <strong>Africa</strong>nsectors exhibit more general weaknesses. These areas, <strong>of</strong>ten l<strong>in</strong>ked to the provision<strong>of</strong> public goods with<strong>in</strong> a sector, are po<strong>in</strong>ts <strong>of</strong> possible external technicalor f<strong>in</strong>ancial <strong>in</strong>tervention.168 LABASTE, POULTON, AND TSCHIRLEY
