made royalty payments to CRI. When state fund<strong>in</strong>g for CRI collapsed after2001, these royalty payments became <strong>in</strong>creas<strong>in</strong>gly important, albeit <strong>in</strong>adequateto susta<strong>in</strong> a dynamic program. Quton, therefore, began to <strong>in</strong>vest <strong>in</strong> its ownresearch capability, which is now reckoned to surpass that <strong>of</strong> CRI. As <strong>of</strong> early2007, Quton was prepar<strong>in</strong>g to release the first products <strong>of</strong> its <strong>in</strong>-house researchactivity, <strong>and</strong> there was also talk <strong>of</strong> Quton tak<strong>in</strong>g over the assets <strong>of</strong> CRI. Quton’s<strong>in</strong>vestment first <strong>in</strong> CRI <strong>and</strong> later <strong>in</strong> its own research capacity reflects the strongrecognition with<strong>in</strong> Zimbabwe <strong>of</strong> the importance <strong>of</strong> productivity-enhanc<strong>in</strong>gresearch. However, it is no co<strong>in</strong>cidence that it has occurred <strong>in</strong> a concentratedsector where COTTCO, as the largest firm, is also the biggest beneficiary <strong>of</strong>national research outputs.Historically, the parastatals <strong>in</strong> WCA were heavily <strong>in</strong>volved <strong>in</strong> fund<strong>in</strong>g cottonresearch. One consequence <strong>of</strong> this <strong>in</strong>volvement was the focus with<strong>in</strong> breed<strong>in</strong>gprograms on varieties with higher g<strong>in</strong>n<strong>in</strong>g outturn ratios (GORs) that lead toimproved g<strong>in</strong>n<strong>in</strong>g marg<strong>in</strong>s, rather than on farm yield. In theory, higher g<strong>in</strong>n<strong>in</strong>gmarg<strong>in</strong>s can be passed on to farmers, but it is not clear that farmers wouldhave made this their breed<strong>in</strong>g priority had they been consulted at the time.Also, GOR is less visible to farmers than it is to g<strong>in</strong>ners <strong>and</strong> is less visible t<strong>of</strong>armers than is farm yield. Both these characteristics suggest that, especiallywhere g<strong>in</strong>ners have some market power, farmers will benefit more from<strong>in</strong>creases <strong>in</strong> farm yields than from <strong>in</strong>creases <strong>in</strong> GOR. S<strong>in</strong>ce 2000, the ma<strong>in</strong>organizational change <strong>in</strong> WCA has been a trend toward jo<strong>in</strong>t f<strong>in</strong>anc<strong>in</strong>g <strong>of</strong>research by all stakeholders through the <strong>in</strong>terpr<strong>of</strong>essional organizations set up<strong>in</strong> response to f<strong>in</strong>ancial crises.Research systems <strong>in</strong> WCA <strong>and</strong> ESA will <strong>in</strong>creas<strong>in</strong>gly have to respond todem<strong>and</strong> from <strong>in</strong>ternational traders <strong>and</strong> sp<strong>in</strong>ners to take <strong>in</strong>to account a morecomplex set <strong>of</strong> fiber quality parameters <strong>in</strong> variety selection (chapter 7).Increas<strong>in</strong>g the number <strong>of</strong> parameters can dramatically complicate breed<strong>in</strong>gprograms, suggest<strong>in</strong>g even greater need for <strong>in</strong>creased resources for varietalresearch <strong>in</strong> these countries. 69 Also, because economies <strong>of</strong> scale <strong>in</strong> research maybe high where several countries share common agro-ecological conditions,these more complex dem<strong>and</strong>s on breeders provide additional arguments forstrengthen<strong>in</strong>g regional collaboration <strong>in</strong> these programs.CONCLUSIONSOverall, research <strong>in</strong> <strong>Africa</strong>n cotton systems is underperform<strong>in</strong>g, as evidencedprimarily by the slow rate <strong>of</strong> yield growth <strong>and</strong> technology adoption <strong>in</strong> Sub-Saharan <strong>Africa</strong> relative to other major cotton grow<strong>in</strong>g areas <strong>of</strong> the world. Reasonsfor this poor performance <strong>in</strong>clude the limited resources <strong>in</strong>vested <strong>in</strong> cottonresearch, lack <strong>of</strong> <strong>in</strong>centives <strong>and</strong> accountability for publicly funded researchers,weak l<strong>in</strong>ks among researchers <strong>in</strong> different countries, <strong>and</strong> the limited responsiveness<strong>of</strong> cotton research programs to g<strong>in</strong>ners <strong>and</strong> farmers.
