varieties developed for similar agro-ecological conditions <strong>in</strong> other countries, aswell as to test improved crop management practices. Stakeholders meet oneday a year to report on <strong>and</strong> plan research activities. This low transaction costapproach, plus company <strong>in</strong>put <strong>in</strong>to the subsequent work, seems to have conv<strong>in</strong>cedcompanies that it is an <strong>in</strong>itiative worth their participation.In Tanzania, despite the existence <strong>of</strong> the Tanzania <strong>Cotton</strong> Association(TCA), g<strong>in</strong>ners’ participation <strong>in</strong> the management <strong>of</strong> the sectorwide <strong>Cotton</strong>Development Fund <strong>and</strong> despite several years <strong>of</strong> uncerta<strong>in</strong>ty over the status <strong>and</strong>quality <strong>of</strong> the new UK91 seed, g<strong>in</strong>ners have not organized to dem<strong>and</strong> greateraccountability <strong>of</strong> the cotton research system to <strong>in</strong>dustry stakeholders. In 2006,TCA set up a Crop Development Committee to consider all matters related toproduction enhancement (presumably <strong>in</strong>clud<strong>in</strong>g research). However, as <strong>of</strong>early 2007 the committee had not held its first meet<strong>in</strong>g. This lack is perhapssymptomatic <strong>of</strong> the <strong>in</strong>centive problem (free-rid<strong>in</strong>g) <strong>in</strong> a competitive marketstructure. Nevertheless, the fact that much research fund<strong>in</strong>g came through<strong>Cotton</strong> Development Fund levies for a few years may have raised expectationsabout performance. In 2006, the government committed once aga<strong>in</strong> to pay forresearch directly as a way <strong>of</strong> reduc<strong>in</strong>g levies with<strong>in</strong> the sector. As a result, theflow <strong>of</strong> funds became too unreliable to susta<strong>in</strong> serious research activity. Break<strong>in</strong>gthe stakeholder-fund<strong>in</strong>g l<strong>in</strong>k was a step backward.In Zambia s<strong>in</strong>ce 1999, research has been the responsibility <strong>of</strong> the <strong>Cotton</strong>Development Trust (CDT), which is <strong>in</strong>tended to be semi-autonomous toencourage greater participation by other stakeholders, <strong>in</strong>clud<strong>in</strong>g farmers <strong>and</strong>g<strong>in</strong>ners. G<strong>in</strong>ners were skeptical <strong>of</strong> CDT at its <strong>in</strong>ception, given the moribundnature <strong>of</strong> the state research apparatus that it replaced <strong>and</strong> the fact that many <strong>of</strong>the staff members were the same. To counter this overlap, CDT sought to buildrelationships with g<strong>in</strong>ners <strong>and</strong> farmers, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>volv<strong>in</strong>g them <strong>in</strong> researchpriority sett<strong>in</strong>g <strong>and</strong> farm trials. However, g<strong>in</strong>ners resisted the notion <strong>of</strong> a levyto fund research with<strong>in</strong> the sector until they could see that funds might be usedeffectively. This resistance highlights the po<strong>in</strong>t that g<strong>in</strong>ners expect to monitorresearch performance <strong>and</strong> to see an account<strong>in</strong>g <strong>of</strong> how research funds are used<strong>in</strong> return for their contributions to fund<strong>in</strong>g the research. As <strong>of</strong> mid-2008, littleactive collaboration existed between the major g<strong>in</strong>ners <strong>and</strong> CDT.With<strong>in</strong> ESA the greatest <strong>in</strong>volvement <strong>of</strong> the private sector <strong>in</strong> cotton researchhas occurred <strong>in</strong> Zimbabwe. As noted above, Zimbabwe has a strong tradition<strong>of</strong> public sector cotton research conducted <strong>in</strong> collaboration with the privatesector. This approach dates back to an era when the Commercial Farmers’Union advocated strongly for public <strong>in</strong>vestment to support the <strong>in</strong>terests <strong>and</strong>competitiveness <strong>of</strong> the country’s white commercial farmers. After <strong>in</strong>dependence,close l<strong>in</strong>ks were ma<strong>in</strong>ta<strong>in</strong>ed between the parastatal <strong>Cotton</strong> Market<strong>in</strong>gBoard (CMB) <strong>and</strong> the <strong>Cotton</strong> Research Institute (CRI). Follow<strong>in</strong>g liberalization,Quton Seed Company, a wholly owned subsidiary <strong>of</strong> CMB’s privatizedsuccessor COTTCO, was granted monopoly rights to multiply <strong>and</strong> sell to thewhole sector seed varieties produced by CRI, <strong>in</strong> exchange for which Quton110 BOUGHTON AND POULTON
