Globally, changes <strong>in</strong> <strong>in</strong>stitutional structure can be expected <strong>in</strong> many countries,result<strong>in</strong>g from the grow<strong>in</strong>g importance <strong>of</strong> by-products <strong>and</strong> coproducts. Thesechanges could <strong>in</strong>clude either <strong>in</strong>creased farmer ownership <strong>of</strong> g<strong>in</strong>s or <strong>in</strong>creasedtoll g<strong>in</strong>n<strong>in</strong>g, so that farmers can directly sell the seed. These changes will proceedmost rapidly where farmers have reasonable organizational capacity <strong>and</strong><strong>in</strong>dependent access to f<strong>in</strong>ance. In this respect, <strong>Africa</strong>n cotton sectors could bevery slow to adopt these changes, <strong>and</strong> <strong>Africa</strong>n farmers could thus be slow tobenefit from these grow<strong>in</strong>g markets.104 GERGELY AND POULTON
