THE BOURNEMOUTH & POOLE COLLEGE HIGHEREDUCATION (HE) BURSARY SCHEMEIssue July 2013Applicable to Students commencing <strong>t<strong>he</strong></strong>ir first year studies in <strong>t<strong>he</strong></strong> 2013-14 Academic Year1. Scope and Purpose1.1 T<strong>he</strong>se policy and procedures are for T<strong>he</strong> Bournemouth and Poole College staff and students.1.2 T<strong>he</strong>se policy and procedures must be followed w<strong>he</strong>n making T<strong>he</strong> Bournemouth and PooleCollege Bursary awards and are also for use w<strong>he</strong>n considering potential student appeals.2. Key responsibilities2.1 Overall responsibility for maintenance and operation of T<strong>he</strong> Bournemouth and Poole CollegeBursaries lies with <strong>t<strong>he</strong></strong> Vice Principal – Finance and Planning.2.2 T<strong>he</strong> key responsibility of Student Services is to assess applications, make awards as per <strong>t<strong>he</strong></strong>Policy and Procedure and advise students of <strong>t<strong>he</strong></strong> decision. Payment will <strong>t<strong>he</strong></strong>n be authorised via <strong>t<strong>he</strong></strong>Student Loans Company portal.2.3 T<strong>he</strong> Bournemouth and Poole College is committed to a fair and transparent policy in respect of<strong>t<strong>he</strong></strong> award and administration of its bursaries.2.4 T<strong>he</strong> Bournemouth and Poole College reviews its Bursary Sc<strong>he</strong>me annually. Bursaries areliable to change year on year but are set at least one year in advance. T<strong>he</strong> HE Unit and StudentServices teams can provide information about <strong>t<strong>he</strong></strong> <strong>bursary</strong> sc<strong>he</strong>me for <strong>t<strong>he</strong></strong> current and followingacademic year.2.5 T<strong>he</strong> Bournemouth and Poole College will be offering up to a maximum 33 Bursaries in 2013/14for new students. All Care Leavers are guaranteed a <strong>bursary</strong>, with <strong>t<strong>he</strong></strong> remaining awards offered asT<strong>he</strong> Bournemouth and Poole College Maintenance Bursaries. If <strong>t<strong>he</strong></strong> number of T<strong>he</strong> Bournemouthand Poole College Maintenance Bursary applications exceeds <strong>t<strong>he</strong></strong> number of awards available,<strong>t<strong>he</strong></strong>n successful applicants will be chosen by order of application to <strong>t<strong>he</strong></strong> limit of 33 Full TimeEquivalent applications.3 Links to o<strong>t<strong>he</strong></strong>r Bournemouth and Poole College Documents3.1 In <strong>t<strong>he</strong></strong> event of a student wishing to appeal, <strong>t<strong>he</strong></strong>y should be directed to <strong>t<strong>he</strong></strong> Student FinanceManager in <strong>t<strong>he</strong></strong> first instance. 5. Administration Process for 2013/14 for Bursaries administered by T<strong>he</strong> Bournemouth andPoole College5.1 Eligibility5.1.1 In order to be eligible for a non-repayable T<strong>he</strong> Bournemouth and Poole College <strong>bursary</strong>,students must fulfil <strong>t<strong>he</strong></strong> following criteria:a) Be actively participating in a Bournemouth and Poole College HND or Foundation Degreeprogramme on a full time basisb) Be paying <strong>t<strong>he</strong></strong> 2013-14 tuition fee of £6,000c) Be in receipt of <strong>t<strong>he</strong></strong> full student Maintenance Grantd) Be registered as a UK studente) Meet <strong>t<strong>he</strong></strong> appropriate income criteria as set by T<strong>he</strong> Bournemouth and Poole College andrecorded on 16/6/2013. This income information is calculated by Student Finance England andpassed on to T<strong>he</strong> Bournemouth and Poole College.5.2 Application5.2.1 Eligible students are required to complete <strong>t<strong>he</strong></strong> appropriate application form and indicate <strong>t<strong>he</strong></strong>ir‘consent to share’. Information about applying toge<strong>t<strong>he</strong></strong>r with all application forms is available on <strong>t<strong>he</strong></strong>Directgov website at:http://www.direct.gov.uk/en/EducationAndLearning/UniversityAndHig<strong>he</strong>rEducation/StudentFinance/Applyingfor<strong>t<strong>he</strong></strong>firsttime/DG_171523If a student does not ‘consent to share’ T<strong>he</strong> Bournemouth and Poole College is unable to make anassessment of <strong>t<strong>he</strong></strong> student’s financial situation and <strong>t<strong>he</strong></strong>refore it is not possible to award a Bursary.5.2.2 T<strong>he</strong> deadline for applications will be advertised on T<strong>he</strong> Bournemouth and Poole Collegewebsite and also on <strong>t<strong>he</strong></strong> Bursary application form.5.2.3 If by <strong>t<strong>he</strong></strong> deadline a number of Bursaries remain, T<strong>he</strong> Bournemouth and Poole Collegereserves <strong>t<strong>he</strong></strong> right to ei<strong>t<strong>he</strong></strong>r extend <strong>t<strong>he</strong></strong> deadline date or keep some awards aside for ‘clearing’applicants.5.3 Payment5.3.1 Bursaries will be paid in 3 equal instalments throughout <strong>t<strong>he</strong></strong> year and for each year of full-timestudy in which a student is actively participating and remains eligible for <strong>t<strong>he</strong></strong> Bursary.5.3.2 W<strong>he</strong>re <strong>bursary</strong> eligibility changes (for example, due to non-attendance at <strong>college</strong>) T<strong>he</strong>Bournemouth and Poole College will recover any payment by ei<strong>t<strong>he</strong></strong>r:reducing any subsequent <strong>bursary</strong> payments to recover <strong>t<strong>he</strong></strong> overpaid amount (this will normallyoccur w<strong>he</strong>re a student is continuing with <strong>t<strong>he</strong></strong>ir studies)requesting <strong>t<strong>he</strong></strong> overpayment be repaid in full. Failure to repay <strong>t<strong>he</strong></strong> amount due may result incommencement of litigation


6. Outstanding fees and o<strong>t<strong>he</strong></strong>r monies owing to T<strong>he</strong> Bournemouth and Poole College6.1 W<strong>he</strong>re a student has fees or o<strong>t<strong>he</strong></strong>r monies owing to T<strong>he</strong> Bournemouth and Poole Collegerelating to <strong>t<strong>he</strong></strong>ir studies, T<strong>he</strong> Bournemouth and Poole College will withhold <strong>t<strong>he</strong></strong> <strong>bursary</strong> paymentuntil such time as <strong>t<strong>he</strong></strong> outstanding amount has been paid. Please see T<strong>he</strong> Bournemouth and PooleCollege’s Fees Policy for fur<strong>t<strong>he</strong></strong>r information about non-payment of fees.7. Withdrawals7.1 Students must be fully enrolled at <strong>t<strong>he</strong></strong> time that <strong>t<strong>he</strong></strong> Bursary payment is due. No payment willbe made to students who have interrupted or suspended <strong>t<strong>he</strong></strong>ir studies. Students who withdraw priorto <strong>t<strong>he</strong></strong> payment date will not be entitled to a pro rata payment.8. Appeals8.1 Unsuccessful applicants wishing to appeal should write to <strong>t<strong>he</strong></strong> Student Finance Manager(Student Services) within 10 working days of <strong>t<strong>he</strong></strong> date of notification of <strong>t<strong>he</strong></strong> outcome of <strong>t<strong>he</strong></strong>irapplication stating clearly <strong>t<strong>he</strong></strong> grounds for appeal.8.2 Appeals will only be considered w<strong>he</strong>re <strong>t<strong>he</strong></strong>re is evidence that a procedural irregularity hasoccurred in processing <strong>t<strong>he</strong></strong> application. Appeals against <strong>t<strong>he</strong></strong> content of <strong>t<strong>he</strong></strong> publis<strong>he</strong>d Bournemouthand Poole College Bursary policy itself cannot be accepted.
