It applies to all proponentagencies responsible for military occu p a t i o n a l s t r u c t u r e a n d c l a s s i f i c a t i o n .D u r i n g m o b i l i z a t i o n , c h a p t e r s a n d p o l i c i e scontained in this regulation may be modifiedby the proponent.P r o p o n e n t a n d e x c e p t i o n a u t h o r i t y .The proponent of this regulation is the DeputyChief of Staff for Personnel. The proponenthas the authority to approve exceptionsto this regulation that are consistent with controllinglaw and regulation.
