Officers consider thatissues highlighted by the inspector can now be addressed through the addition of acondition restricting the use of the pool and entertainment room. In addition, it is notconsidered that the comments of the inspector are not now consistent with theprinciples of the NPPF with regard to supporting the rural economy.8. Conclusion8.1 The purpose of the original conditions was to prevent the caravans and chaletsfrom being used as full time residences.8.2 The Government's Good Practice Guide on Planning for Tourism, published inMay 2006, supports a less restrictive approach to caravan and chalet parks andsuggests a condition to control the use of holiday caravan and other holiday typeaccommodation without restricting their use as second homes.8.3 The proposal to remove the overly restrictive conditions and replace with arevised condition is considered to be acceptable, subject to wording which wouldprevent the caravans from being used as a sole or main place of residence. It wouldalso accord with Government guidance set out in the NPPF which seeks to supportsustainable rural tourism that benefits rural businesses.8.4 The applicants’ agreement to include a further condition which would restrict theuse of the pool and entertainment room is considered to address the issues raisedby objectors and therefore protect their amenity during the extended occupationperiod.8.5 It is considered that the variation of the conditions would not have anyimplications in terms of greater harm to the amenities of local residents or to highwaysafety and so would not conflict with the National Planning Policy Framework or withLocal Plan Policy E12.9.
