2 BackgroundThe <strong>Shire</strong> <strong>of</strong> <strong>Yarra</strong> <strong>Ranges</strong> is located at the northern end <strong>of</strong> the ‘Port Phillipand Westernport Region’. The region has been earmarked as a highly floodprone area subject to a number <strong>of</strong> drainage challenges.The Port Phillip and Westernport Region <strong>Flood</strong> <strong>Management</strong> and DrainageStrategy (Melbourne Water, 2007), prepared by Melbourne Water inconsultation with government departments, councils, emergency serviceorganisations and other agencies, recognises that no single organisation andno single approach can deliver an effective response to flood managementissues. A coordinated and collaborative approach by flood managers andcommunities is required.The five key objectives <strong>of</strong> the Strategy are:• Objective 1: Completing the knowledge base (flood mapping andunderstanding social impacts)• Objective 2: Potential long term future pressures on existing drainagesystems (development in established areas and climate change)• Objective 3: An agreed approach to managing existing regional floodproblems (understanding intolerable flood risks)• Objective 4: Enhanced community education, flood awareness andpreparation• Objective 5: Agreed responsibilities and improved collaboration betweenflood management agencies (integrated framework and floodmanagement plans)One <strong>of</strong> the key outcomes from the strategy was the commitment fromMelbourne Water to work with each Municipality within the region to produce adetailed local <strong>Flood</strong> <strong>Management</strong> <strong>Plan</strong>. This document is the result <strong>of</strong> deliveryon that commitment for the <strong>Shire</strong> <strong>of</strong> <strong>Yarra</strong> <strong>Ranges</strong>.3 PurposeThis <strong>Flood</strong> <strong>Management</strong> <strong>Plan</strong> (FMP) is aimed at assisting Melbourne Water andthe <strong>Shire</strong> <strong>of</strong> <strong>Yarra</strong> <strong>Ranges</strong> to undertake their flood managementresponsibilities ensuring that suitable measures have been (or are being)implemented where possible to manage the existing risks associated withflooding. It is aimed at ensuring the objectives <strong>of</strong> the Port Phillip andWesternport Region <strong>Flood</strong> <strong>Management</strong> and Drainage Strategy can beeffectively implemented in the <strong>Shire</strong> <strong>of</strong> <strong>Yarra</strong> <strong>Ranges</strong> in a coordinated andeffective manner at a local level, within an integrated flood managementframework. It is also aimed at fostering preparedness for flood events and an8 Melbourne Water <strong>Shire</strong> <strong>of</strong> <strong>Yarra</strong> <strong>Ranges</strong> <strong>Flood</strong> <strong>Management</strong> <strong>Plan</strong>
