2 BackgroundThe Shire of Yarra Ranges is located at the northern end of the ‘Port Phillipand Westernport Region’. The region has been earmarked as a highly floodprone area subject to a number of drainage challenges.The Port Phillip and Westernport Region Flood Management and DrainageStrategy (Melbourne Water, 2007), prepared by Melbourne Water inconsultation with government departments, councils, emergency serviceorganisations and other agencies, recognises that no single organisation andno single approach can deliver an effective response to flood managementissues. A coordinated and collaborative approach by flood managers andcommunities is required.The five key objectives of the Strategy are:• Objective 1: Completing the knowledge base (flood mapping andunderstanding social impacts)• Objective 2: Potential long term future pressures on existing drainagesystems (development in established areas and climate change)• Objective 3: An agreed approach to managing existing regional floodproblems (understanding intolerable flood risks)• Objective 4: Enhanced community education, flood awareness andpreparation• Objective 5: Agreed responsibilities and improved collaboration betweenflood management agencies (integrated framework and floodmanagement plans)One of the key outcomes from the strategy was the commitment fromMelbourne Water to work with each Municipality within the region to produce adetailed local Flood Management Plan. This document is the result of deliveryon that commitment for the Shire of Yarra Ranges.3 PurposeThis Flood Management Plan (FMP) is aimed at assisting Melbourne Water andthe Shire of Yarra Ranges to undertake their flood managementresponsibilities ensuring that suitable measures have been (or are being)implemented where possible to manage the existing risks associated withflooding. It is aimed at ensuring the objectives of the Port Phillip andWesternport Region Flood Management and Drainage Strategy can beeffectively implemented in the Shire of Yarra Ranges in a coordinated andeffective manner at a local level, within an integrated flood managementframework. ability to respond in an informed and appropriate manner within the Shire ofYarra Ranges and its communities. It provides some background informationor ‘intelligence’ for the creation/review of Council’s Flood Emergency Plan.While the FMP has due regard for current flood related legislation andsupporting policies and strategies, it recognises that no single organisationand no single approach can deliver an effective response to flood managementissues. It also recognises that it is not possible to make the Shire of YarraRanges completely free from flooding. A residual risk will remain.4 ObjectivesThe objectives in developing and maintaining this Flood Management Plan areto:• improve the understanding of flood waters within the Shire of YarraRanges with the aim of informing the development of a FloodEmergency Plan• clarify roles and responsibilities of stakeholders in addressing existingflood risks• set out an improvement plan with regard to flood management activities• facilitate coordination and cooperation in the implementation of the fivekey objectives outlined in the Strategy with particular attention toexisting flood risks• ensure that drainage and flood management matters within themunicipality are effectively managed and coordinated through floodmanagement agency collaboration and partnership.5 ScopeWhile management of, and preparedness for, floods arising from waterwaysand drainage systems involves many different agencies, this FMP is largelyaimed at outlining key activities, roles and responsibilities for Melbourne Waterand the Shire of Yarra Ranges within a total system framework that recognisestheir joint responsibility for the management and ownership of the drainagesystem.This Plan does not set out emergency procedures, active flood event roles orrisk management procedures.
