acknowledged that land outside <strong>of</strong> the current UGB, and land recentlyincorporated into the UGB will be subject to growth as they are incorporated.As these areas are subject to contemporary drainage standards andprocedures it is expected that no additional unconfined flooding will beexperienced once developed.Rezoning <strong>of</strong> land use zones within the boundary is also possible, independent<strong>of</strong> whether the boundary is amended. Rezoning within the urban growthboundary (e.g. Industrial 1 zone to Industrial 2 zone) has a greater potentialto increase flood risks. This provides a much greater risk to the existingdrainage system as increased flows may not be accounted for in the traditionalreferral process.
