acknowledged that land outside of the current UGB, and land recentlyincorporated into the UGB will be subject to growth as they are incorporated.As these areas are subject to contemporary drainage standards andprocedures it is expected that no additional unconfined flooding will beexperienced once developed.Rezoning of land use zones within the boundary is also possible, independentof whether the boundary is amended. Rezoning within the urban growthboundary (e.g. Industrial 1 zone to Industrial 2 zone) has a greater potentialto increase flood risks. This provides a much greater risk to the existingdrainage system as increased flows may not be accounted for in the traditionalreferral process. 7.3.2 Urban Consolidation and Infill DevelopmentThe population in Yarra Ranges has risen from 144,848 people in 2006 to147,328 residents in 2010 2 . An increase in population levels in developedareas has led to more infill development in Yarra Ranges. It is predicted thatby 2031 the estimated population in Yarra Ranges will have risen to 163,604people due in part to the urban growth boundary expansion 3 .Urban consolidation within a catchment can lead to an increase in the totalfraction imperviousness of a catchment to a level greater than what wascatered for in the original network design. The increase in impervious areawithin a catchment leads to greater stormwater runoff.7.3.3 Climate ChangeIt is generally accepted that human induced climate change is real and notsimply part of the natural climate cycle. It has the potential to increase floodrisk within the Port Phillip and Westernport region. While the latestpredictions are for a long-term reduction in storage yield (i.e. a reduction inrunoff volumes) it is likely that the intensity of extreme rainfall events willincrease. The change in rainfall patterns is likely to lead to less frequent (butpossibly larger) riverine floods and more frequent flash flooding and overlandflow events associated with localised storm activity (this is soon to beaddressed in the latest revision of ARR). At the same time, sea levels areexpected to rise resulting in additional flooding pressures in coastal areas.Due to the high elevations in the Shire of Yarra Ranges there is no threat ofproperty inundation from sea level rise. Rainfall intensity increases arehowever likely to impact on all of Yarra Ranges’ drainage system and on thecreeks and rivers within the Municipality. Melbourne Water adopts the methodof applying a 32% increase in rainfall intensity 4 to the catchment whenstudying the impacts of Climate Change. The implications of this increase inrainfall intensity are generally seen through an increase in flood extents,depths and velocities throughout a catchment. It is recommended that anyfuture flood mapping or drainage works within the Shire of Yarra Rangesassess the impacts of Climate Change on drainage service.
