Emerald SES unit which is located outside the Council’s boundary but doeshave areas of management within the municipality.7 Flood Risk7.1 Assessing Flood RiskMelbourne Water uses a Flood Risk Assessment Framework (Melbourne Water,2010) to identify and assess flood risks, based on a triple bottom lineapproach, where catchments are ranked based on the factors below:• Economic;• Safety;• Social; and,• Community PreparednessThe Framework was developed in consultation with Councils and otherstakeholders to provide a more transparent process to help people understandthe decision making and flood mitigation prioritisation process.The Flood Risk Assessment Framework classifies flood risks, by catchment, aslow, medium, high or extreme. Extreme flood risks are those considered to be‘intolerable’. While flooding is a natural occurrence, in some cases the risksfrom flooding may be considered intolerable – therefore measures should beput in place to reduce the risks. For extreme risk catchments a range ofcontrol measures, embracing both engineering works and non-structuralapproaches, will be considered with the aim of reducing the risk to a moretolerable level. In most cases the risk will be reduced but not removed: aresidual risk will remain.Table 1 below summarises the results from the Melbourne Water Flood RiskMatrix. Of the 59 catchments, 3 catchments were ranked as ‘high risk’, YarraRiver, Little Yarra River and Brushy Creek Upper. No catchments were rankedas an ‘extreme risk’.The current list of flood risks, by catchment, within Shire of Yarra Ranges isprovided in Table 1 and is also show graphically in Figure 29.Melbourne Water Shire of Yarra Ranges Flood Management Plan 41
