1 Executive SummaryThis Shire of Yarra Ranges Flood Management Plan has been prepared byWater Technology for the Shire of Yarra Ranges and Melbourne Water, withinput from Victoria State Emergency Service (VICSES). It has been jointlydeveloped in response to an identified need to improve collaboration betweenflood management agencies. The objective is to work at a local level toimplement the objectives of Melbourne Water’s Port Phillip and WesternportRegion Flood Management and Drainage Strategy. The Port Phillip andWesternport Region Flood Management and Drainage Strategy (MW, 2007)committed Melbourne Water to work with each Municipality within the regionto produce a detailed local Flood Management Plan. This document is theresult of delivery on that commitment for the Shire of Yarra Ranges. WaterTechnology was commissioned by Melbourne Water to prepare this document.The Flood Management Plan outlines roles and responsibilities and describes,at a high level, the Shire of Yarra Ranges and Melbourne Water’s key floodmanagement planning and management activities. It details the flood risks forthe Municipality, particularly identifying any ‘hot spot’ or problem areas. ThePlan identifies a series of actions to improve flood management in the Shire ofYarra Ranges over the next five years.The purpose of this plan is to clearly define the knowledge gaps betweenorganisations, such that over time this document will become a critical asset inboth the understanding of flood behaviour within the catchment, and themanagement of those risks.Response and recovery arrangements for floods and other emergencies aredetailed in the Shire of Yarra Ranges Municipal Emergency Management Plan(MEMP) and the Flood Emergency Plan to be compiled by the VICSES.Information collected with development of this Flood Management Plan willinform preparation of a Flood Emergency Plan with VICSES, as a sub-plan ofthe Municipal Emergency Management Plan.The recognised responsibilities define the starting point for any organisationsrole within the emergency management of any threat.
