6 The Municipality, its Waterways and Drainage6.1 The Shire of Yarra RangesThe Yarra Ranges Municipal area is located in the outer eastern and northeasternsuburbs of Melbourne. It extends into the Yarra Valley and DandenongRanges, covering a total area of 2,470 km2. The Yarra Ranges Shire is thelargest in area of all the local government areas in Melbourne, with a diversemix of urban and rural areas. The Shire is made up of nine wards and has apopulation of 140,217 people, based on the 2006 census.European settlement first began in the Yarra Ranges region during the early1830’s. This land has in the past been occupied by the traditional Bunnurrongand Wawurrong people. The Yarra Ranges Shire was formed in 1994,combining the former Healesville, Lilydale, Sherbrooke and Upper Yarraregions.Yarra Ranges Shire Council is currently formed by nine wards:- Billanook Ward;- Chandler Ward;- Chirnside Ward;- Lyster Ward;- Melba Ward;- O’Shannassy Ward;- Ryrie Ward;- Streeton Ward; and,- Walling Ward.Locations of each of the Shire’s wards are shown below in Figure 2.10 Melbourne Water Shire of Yarra Ranges Flood Management Plan
Figure 2Shire of Yarra Ranges ward boundaries6.2 WaterwaysThe main waterway running through the Shire of Yarra Ranges is the YarraRiver. The upper reaches of the Yarra River run through the Shire and theriver itself begins in the Yarra Ranges National Park.Figure 3 shows the upstream section of the Yarra River within the Shire,including major tributaries such as the Don River, Grace Burn, Woori YallockCreek, Stringybark Creek, Steels Creek, Dixons Creek and the Little YarraRiver. Appendix A lists and maps all waterways within the Shire.6.3 The Drainage SystemAround 11% of properties within the Shire of Yarra Ranges are geographicallyflood prone, based on flood mapping completed to date. Major contributors tothis are developments within floodplains and overland flow paths, old drainagesystems designed to the then standards of the day that didn’t have formaloverland flow paths or increased housing density.Drainage of land within the Shire of Yarra Ranges is through a number ofdifferent flow paths, for definition within this report various definitions ofdrainage terms are shown in Section 13.Melbourne Water Shire of Yarra Ranges Flood Management Plan 11
