North-Western Pakistan. The life <strong>of</strong> the Germans <strong>in</strong> IBU tra<strong>in</strong><strong>in</strong>g camps was characterized by a rigid dailyschedule. This schedule <strong>in</strong>cluded common pray<strong>in</strong>g, Qur'an-read<strong>in</strong>g, sports <strong>and</strong> meals as well as steady<strong>in</strong>doctr<strong>in</strong>ation on the values <strong>of</strong> martyrdom. Some participants became ever more radical, <strong>their</strong> awarenessrose from an <strong>in</strong>dividual to a collective group level. It seems that the culm<strong>in</strong>ation <strong>of</strong> the German jihadis’socialization was <strong>their</strong> self-awareness as deterr<strong>in</strong>g Muslim warriors. Accord<strong>in</strong>g to the self-perception <strong>of</strong>one jihadi, American soldiers were afraid on sight <strong>of</strong> them. The reason, <strong>in</strong> jihadi self-perception, was theMuslim warriors’ love for martyrdom.Chapter Six:Ideas for Counter-<strong>Deterrence</strong>Contemporary Cases <strong>of</strong> State <strong>Deterrence</strong> aga<strong>in</strong>st Salafi-JadisAs recent history shows, state suppression <strong>and</strong> deterrence aga<strong>in</strong>st Salafi jihadis does not really work. Thelatest U.S. kill<strong>in</strong>gs <strong>of</strong> al-Qaeda on the Arabian Pen<strong>in</strong>sula’s most prom<strong>in</strong>ent media operators (Anwar al-Awlaqi, Samir Khan <strong>and</strong> Ibrahim al-Banna who represented al-Malahim Media Company <strong>of</strong> AQAP), <strong>in</strong>addition to the U.S. assass<strong>in</strong>ation <strong>of</strong> one <strong>of</strong> al-Awlaqi’s sons, Abdulrahman Anwar Al Awlaki, can withoutthe bl<strong>in</strong>k <strong>of</strong> an eye be seen as useless <strong>in</strong> terms <strong>of</strong> deterrence, maybe useful <strong>in</strong> terms <strong>of</strong> disrupt<strong>in</strong>g cha<strong>in</strong>s <strong>of</strong>comm<strong>and</strong> <strong>and</strong> propag<strong>and</strong>a. A further effect is the ever grow<strong>in</strong>g alienation among Muslim populations fromU.S. foreign policies. The same conclusion may be drawn on the targeted kill<strong>in</strong>gs <strong>of</strong> B<strong>in</strong> Laden, MustaphaAbu al-Yazid <strong>and</strong> Abu Mus’ab al-Zarqawi, if regarded from a deterrence viewpo<strong>in</strong>t. Instead <strong>of</strong> separat<strong>in</strong>g thekilled leaders from <strong>their</strong> followers, <strong>their</strong> deaths cemented <strong>their</strong> personae <strong>in</strong>to a mythology <strong>of</strong> trustfulness<strong>and</strong> sacrifice, which leads to even greater admiration <strong>of</strong> them <strong>in</strong> the salafi-jihadi scene. When SyrianPresident Hafez al-Assad wiped out Sunni <strong>Islamic</strong> opposition together with thous<strong>and</strong>s <strong>of</strong> civilians <strong>in</strong> the city<strong>of</strong> Hama <strong>in</strong> 1982, the result was the emigration <strong>of</strong> the rema<strong>in</strong><strong>in</strong>g groups, among them the "Fight<strong>in</strong>gVanguard" (al-Tali'ah al-Muqatilah) to neighbor<strong>in</strong>g Iraq <strong>and</strong> to Egypt, where they received specializedweapons <strong>and</strong> explosives tra<strong>in</strong><strong>in</strong>g. When Egyptian authorities, follow<strong>in</strong>g the assass<strong>in</strong>ation <strong>of</strong> President Sadat<strong>in</strong> October 1981, crushed the "<strong>Islamic</strong> Jihad" (Tanzim al-Gihad) <strong>and</strong> the "<strong>Islamic</strong> Group" (al-Gama'ah al-Islamiyyah) plus <strong>their</strong> followers, the result was the emigration <strong>of</strong> militants via Saudi Arabia to the AfghanJihad aga<strong>in</strong>st the Soviets, where the roots <strong>of</strong> al-Qaeda were laid. In short, the leverage <strong>of</strong> brute power <strong>and</strong>kill<strong>in</strong>g <strong>of</strong> symbolic targets will not deter <strong>and</strong> stop salafi-jihadism.One counter-argument brought forward by supporters <strong>of</strong> the assass<strong>in</strong>ations is that the targeted kill<strong>in</strong>g <strong>of</strong>Palest<strong>in</strong>ian leaders by Israel has led to a decrease <strong>of</strong> attacks <strong>in</strong>side Israel. Yet, Palest<strong>in</strong>ian goals are clearlydef<strong>in</strong>ed <strong>in</strong> a national framework <strong>and</strong> underlie rationales that are easier to manipulate by the occupy<strong>in</strong>gpower Israel than those <strong>of</strong> a globally oriented network <strong>of</strong> extremists as it is represented by al-Qaeda <strong>and</strong>affiliates. Furthermore, the Israeli policy <strong>of</strong> deterrence, which struggles hard for justifications, takes place <strong>in</strong>a geographically limited environment. The targeted kill<strong>in</strong>g <strong>of</strong> tribal <strong>and</strong> al-Qaeda leaders by the U.S. <strong>in</strong> theAfghani-Pakistani border region <strong>of</strong> Waziristan, for example, has witnessed results that are unwanted:Queues <strong>of</strong> volunteers for "martyrdom-operations" gather after each attack. Instead <strong>of</strong> break<strong>in</strong>g theideological resolve to fight, young men from the local populace l<strong>in</strong>e up <strong>in</strong> front <strong>of</strong> militant leaders’ housesApril or early June 2009). Based on the <strong>in</strong>dictment <strong>of</strong> the Federal Prosecutor General aga<strong>in</strong>st Ahmad Wali S., which conta<strong>in</strong>s testimonies byS. <strong>and</strong> fellow jihadis who participated <strong>in</strong> <strong>their</strong> tra<strong>in</strong><strong>in</strong>g at IBU <strong>and</strong> al-Qaeda.40
