GENERAL FUND’S OFFICES OF GENERAL GOVERNMENTEXPENDITURE BUDGET SUMMARYFor FY 2012/2013, the total Offices of the GeneralGovernment will be $1,816,553, which represents a$169,134, or -8.52% reduction from the approved2011/2012 budgeted levels. Personnel Services willdecrease $237,923, or -16.84%. The reduction inpersonnel services for these Offices of GeneralGovernment are due in large part by the outsourcing ofthe City Attorney’s Office in October of 2011. The CityAttorney, the Legal Assistant I and Legal Assistant IIwere all eliminated. Additional, the 2013 ApprovedBudget reflects the redistribution of the followingpositions: .10 of the Assistant to the CityManager/Budget Administrator from the Office of theCity Manager to the Department of Fiscal Services’Administration Division, and .10 of the Assistant CityManager for Public Safety to the Office of CommunityPublic Safety.These reductions will be offset by the re-appropriationof the Election Secretary in the Election Division and.20 of the Administrative Support Clerk from theDepartment of Fiscal Services – AdministrationDivision to the City Council Division as well as .35 ofthis position to the Office of the City Manager. The realignmentof the Administrative Support Clerk reflectswhere this employee spends all of their time.Additionally, the city will realize significant increases tothe MERS Pension Liability for each division.Operating Expenses is expected to increase $68,789,from FY 2011/2012. In the Election Division the cityhas budgeted for two elections, August and November,with the November election as a presidential election.In addition, funds will be appropriated in the CityAttorney’s Office to pay the contracted legal servicesfor the city attorney.
