All Enterprise Funds are ownedand operated by the City; therefore, all revenues godirectly for those operations.The Offices of General Government anddepartments listed below are part of the GeneralFund with the exception of Special Revenue,Enterprise, Internal Service, and Fiduciary Funds.Further discussions regarding these departments willinvolve the roles of management and supervisorypersonnel.General Government encompasses five offices,which include separate offices for elected officials.The City Council Office is made up of nine at-largeelected members headed by the Mayor. TheExecutive Assistant to the City Manager/PublicInformation Officer provides technical andadministrative support to City Council. TheAdministrative Support Clerk assists the ExecutiveAssistant to the City Manager/Public InformationOfficer with all related responsibilities.The Office of the City Manager is the administrativeoffice for all administrative activities. The CityManager, who is appointed by City Council, is thehighest-ranking official. City Manager Officepersonnel include an Assistant to the CityManager/Budget Administrator, anAdministrative/Budget Analyst, an ExecutiveAssistant to the City Manager/Public InformationOfficer, and an Administrative Support Clerk. Bothadministrative staff individuals conduct the day-todaybusiness for the office. The responsibilities ofthe City Manager are the supervision andcoordination of the City administration inimplementing policies formulated by the CityCouncil; preserving the health, safety, and generalwelfare of persons and property within the City ofSaginaw; and enforcing the City Charter, CityOrdinances, and applicable State and Federal Laws.Likewise, the primary responsibilities of this officeare preparation of Council agendas; providinginformational material and staff support to Councilmembers; providing information to the generalpublic; submitting an annual recommended budgetto the City Council; monitoring, evaluating, andfacilitating the City’s CitiStat and PerformanceManagement programs; performing alladministrative functions necessary for the operationof City government programs and services; andidentifying and securing outside funding resourcesfor City programs and projectsAn Employee Services Director heads the EmployeeServices Office. This individual manages the Cityhuman resource operation, which includesmaintenance of personnel records, recruitment forvacant positions, labor administration andnegotiation of collective bargaining contracts, equalemployment opportunity, workers compensation,health and safety, and administering the City’sbenefit programs. There are five employees in thisoffice – Director, Assistant Director, EmployeeBenefits Coordinator, Administrative Assistant, andan Employee Services Support Staff. All individualsare considered non-union management.The City Clerk’s Office is headed by the City Clerk,who serves the City Council by recording andindexing minutes of Council meetings and handlingcorrespondence needed as a result of official Councilaction. The office updates codes and ordinances,maintains a legislative history of code changes, andindexes and files all legal documents pertaining tocity business. The City Clerk serves as Clerk of theCivil Service Commission, operates the Chartermandated Bureau of Public Information andComplaints, and oversees the operation of the CityHall mail service, printing and office suppliessections. The office also administers city licensingfunctions and publishes all legal notices, unlessotherwise provided.The City Clerk’s Office also functions as theElection Office. The City Clerk, along with theDeputy City Clerk and other supporting staff is alsoresponsible for ballot preparation, issuance of absentvoter ballots, delivery and set up of votingequipment, training of election board workers inproper election procedures, the processing of ballots14
in compliance with federal and state election lawsand the maintenance of voter registration files.The City Attorney’s Office provides advice andcounsel to the City Council, City Manager,department and division supervisors, and employeesof the city on city-related business. In addition, theCity Attorney’s Office provides assistance andcounsel to the city’s boards and commissions, and itrepresents the City and city employees when theyare sued for acts occurring in the course of theiremployment.The Department of Fiscal Services is comprised of 7divisions: Administration, Office of the Controller,Purchasing, Treasury, Assessor’s Office, IncomeTax, and Customer Accounting (Water and Sewer).The Deputy City Manager/CFO, who is responsiblefor financial planning, control and reporting for theCity of Saginaw, heads the departments of FiscalServices and Technical Services. Fiscal Servicesalso provides administrative support in budgeting,financial planning, management, evaluation andforecasting necessary for administering City servicesand assisting all departments in their missions. TheDeputy City Manager/CFO is also responsible forconducting the day-to-day City business in theabsence of the City Manager as well as other dutiesas assigned by the City Manager.The Assistant City Manager for Public Safetyoversees and manages the Office of CommunityPublic Safety (CPS), which includes Police and Fire.In CPS-Police, the Police Chief and the AssistantPolice Chief, who are management employees,report directly to the Assistant City Manager andoversees Police Operations. The divisions withinthis structure are: Administration, Police Patrol,Police Investigation, Criminal Investigation,Building and Maintenance, and Support Services.The City of Saginaw utilizes the 12-hour shift for thePatrol Officers, which includes some of theCommanding Officers. In addition, in FY 2011, theCity of Saginaw passed a public safety millage,which pays the salaries and benefits of 51 PoliceOfficers and Firefighters. The CPS-Police has 31Patrol Officers paid through this mileage. ThePublic Safety mileage is renewable in FY 2016. Thecosts for these 51 individuals are reflected in thePublic Safety Millage Fund, which is a SpecialRevenue Fund.Similar to the CPS-Police, the Assistant CityManager for Public Safety provides oversight to theCPS-Fire. Three Battalion Chiefs oversee andmanage the daily activities of this structure. CPS-Fire consists of four divisions: Fire Suppression,Fire Training, Fire Prevention, and Fire ApparatusOperations and Maintenance. CPS-Fire hasapproximately 20 Firefighters who are paid from thePublic Safety Mileage as with the CPS-Police.The Director of Development, who is accountablefor all of the Community Development Block Grant(CDBG) programs and the Assistant Director ofDevelopment, supervises the Department ofDevelopment. The General Fund portion of thisDepartment is composed of the Planning and Zoningdivision, which consists of an Associate Planner,35% of the Director, 92% of the Assistant Director,and 5% of the SEDC Loan Support. Their mainresponsibility is to provide the comprehensivemanagement structure for all development relatedactivities. Further, these individuals oversee allplanning and zoning activities of the City, includingstaff support to the Planning Commission andZoning Board of Appeals. Staff also providescustomer service functions with regard to numerouszoning inquiries, site plan review, and otherregulatory questions.The second general fund division of the Departmentof Development is Inspections, which consists of aLicensed Inspector, Electrical Inspector, a Plumbingand Mechanical Inspector, one Code EnforcementInspector and an Office Assistant. The primary goalof this division is to protect the general health,safety, and welfare of the public by administeringand enforcing the City’s building, electrical,plumbing, mechanical, and other property codes.This division is also responsible for managing theinspection staff assigned to the housing15
