This indicates that alreadybefore the most recent massive entry of foreigners in Italy, there were crimes thatinvolved persons of foreign nationality. Examples are smuggling, trafficking andthe retail distribution of drugs. In the case of smuggling it appears evident that thecharacteristics of the crime make involvement of foreigners indispensable, while itis in the weak condition in which the migrant lives the reason for which foreignersare involved as the last link in the chain of the drug trade.
