39226knew throughout the 1990s, it would send a detailed written report to the Special PoliceDepartment every 15 days, setting out what the unit’s activities had been over the past15 days. 571 An order sent from Markač to the Special Police Air force unit commanderconfirmed that all Special Police unit commanders were expected to send bi-weeklywritten reports to the Minister of Interior. 572 Weekly meetings within the Lučko Anti-Terrorist Unit were also held and Markač would attend these around once a month. 573171. The Trial Chamber now turns to the relationship between the HV and the SpecialPolice. Repinć testified that the process of participation of the Special Police in militaryoperations began with a request from the Chief of the HV Main Staff to the Commanderin Chief, and after approval of the request, the Minister of the Interior gave consent, andthe Special Police Sector began preparation for participation in the operation.Thereafter, the Special Police became part of the combat forces, and all the activitieswere carried out in accordance with the orders of the Chief of the HV Main Staff. 574Together with the MD Commands, the Collective Special Police Forces Staff (seefurther below) was directly subordinated to the Chief of the HV Main Staff and becamepart of the unified command and control system in Operation Storm. 575172. When interviewed by the Prosecution, Markač stated that until the actuallaunching of an operation, the Special Police still fell under the MUP. 576 The momentthe Special Police received orders about the launch of an operation, itbecame subordinated to the HV Main Staff. 577 Markač stated that although he alwayskept his supervisor Jarnjak informed of what he was doing, even when he wassubordinated to the Main Staff, he did not copy him on the reports he sent toČervenko. 578173.
