39226knew throughout the 1990s, it would send a d<strong>et</strong>ailed written report to the Speci<strong>al</strong> PoliceDepartment every 15 days, s<strong>et</strong>ting out what the unit’s activities had been over the past15 days. 571 An order sent from Markač to the Speci<strong>al</strong> Police Air force unit commanderconfirmed that <strong>al</strong>l Speci<strong>al</strong> Police unit commanders were expected to send bi-weeklywritten reports to the Minister of Interior. 572 Weekly me<strong>et</strong>ings within the Lučko Anti-Terrorist Unit were <strong>al</strong>so held and Markač would attend these around once a month. 573171. The Tri<strong>al</strong> Chamber now turns to the relationship b<strong>et</strong>ween the HV and the Speci<strong>al</strong>Police. Repinć testified that the process of participation of the Speci<strong>al</strong> Police in militaryoperations began with a request from the Chief of the HV Main Staff to the Commanderin Chief, and after approv<strong>al</strong> of the request, the Minister of the Interior gave consent, andthe Speci<strong>al</strong> Police Sector began preparation for participation in the operation.Thereafter, the Speci<strong>al</strong> Police became part of the combat forces, and <strong>al</strong>l the activitieswere carried out in accordance with the orders of the Chief of the HV Main Staff. 574Tog<strong>et</strong>her with the MD Commands, the Collective Speci<strong>al</strong> Police Forces Staff (seefurther below) was directly subordinated to the Chief of the HV Main Staff and becamepart of the unified command and control system in Operation Storm. 575172. When interviewed by the Prosecution, Markač stated that until the actu<strong>al</strong>launching of an operation, the Speci<strong>al</strong> Police still fell under the MUP. 576 The momentthe Speci<strong>al</strong> Police received orders about the launch of an operation, itbecame subordinated to the HV Main Staff. 577 Markač stated that <strong>al</strong>though he <strong>al</strong>wayskept his supervisor Jarnjak informed of what he was doing, even when he wassubordinated to the Main Staff, he did not copy him on the reports he sent toČervenko. 578173. The Tri<strong>al</strong> Chamber now turns to the Speci<strong>al</strong> Police’s participation in OperationStorm.
