39236Čermak had any authority. 480 Forand testified that Čermak was the only person who hadbeen identified to him as being responsible within Forand’s area of responsibility. 481Ermolaev testified that Čermak was UNMO’s main interlocutor for <strong>al</strong>l matters inSector South. 482156. Hussein Al-Alfi, the UN Civil Affairs Coordinator, later renamed Politic<strong>al</strong> andHuman Affairs Coordinator, for Sector South in Knin from June 1995 to January1996, 483 testified that after Operation Storm, Čermak became the witness’s offici<strong>al</strong>contact for Knin in the Croatian government. 484 According to Al-Alfi, Čermak was theHV military commander or governor in charge of the Knin area, but Čermak’s area ofresponsibility encompassed, at most, h<strong>al</strong>f of Sector South. 485 The area south of Knin fellunder Čermak’s responsibility, while the area north of Knin fell under anothercommander. 486 According to Al-Alfi, Čermak was often away from Knin and inZagreb. 487 Al-Alfi stated that Čermak answered to a higher authority in Zagreb, as wellas to the Župan of Zadar, as it had been form<strong>al</strong>ly announced that Knin fell under theŽupan’s authority. 488 Whenever Al-Alfi discussed matters with Pašić, the Serb mayor ofKnin, Pašić would promise to take matters up with Čermak or would advise Al-Alfi tocontact Čermak directly. 489157.
