According to a 9 August 1995 report by Ševo, the commander of the SVK 15thCorps, on 5 August 1995, at 5 p.m., his command decided to pull out its units from theTitova Korenica and Udbina area and commit them to the persistent defence of an areaof Donji Lapac municip<strong>al</strong>ity, but this decision was not carried out due to the gener<strong>al</strong>withdraw<strong>al</strong> of forces and civilian population in the area of Donji Lapac. 5693 Ševo furtherreported that on the night of 5 August 1995, <strong>al</strong>l units withdrew to the area of DonjiLapac municip<strong>al</strong>ity and some units independently decided to follow the civilianpopulation to Bosansko P<strong>et</strong>rovac, in Bosnia-Herzegovina. 56941485. Dragutin Repinć, Chief of the Planning Department in the HV Main Staff andan expert on military training and planning, 5695 testified that on 7 August 1995 befor<strong>et</strong>he Speci<strong>al</strong> Police launched an attack to liberate Donji Lapac, the commander of theJordanian Batt<strong>al</strong>ion of UNCRO was notified of the Speci<strong>al</strong> Police Forces’ plan to useartillery and rock<strong>et</strong> fire on the attack axes in direction of Donji and Gornji Lapac. 5696Repinć referred to an an<strong>al</strong>ysis by Markač that noted that b<strong>et</strong>ween 2 and 2:40 p.m., afterthe liberation of Donji Lapac, the Collective Speci<strong>al</strong> Police Forces were exposed tofierce friendly artillery fire, whereas the War Diary of the Artillery and Rock<strong>et</strong> Batt<strong>al</strong>ionof the 9th Guards Brigade of the HV reports the fire to have started at 1:30 p.m. on 7August 1995 and to be have directed 175 rock<strong>et</strong>s or missiles at targ<strong>et</strong>s in GornjiLapac. 5697 According to Repinć, this discrepancy is likely due to an erroneous entry inthe War Diary, or possibly because artillery was used both against Donji and GornjiLapac, but the former was not recorded. 5698 According to Repinć this incident reve<strong>al</strong>ed <strong>al</strong>ack of sufficient co-ordination b<strong>et</strong>ween the Gospić MD and the Speci<strong>al</strong> Police and ofspecific boundaries in which the units were supposed to operate. 56991486.
