38709lists of potenti<strong>al</strong> targ<strong>et</strong>s after the Brioni me<strong>et</strong>ing, nor did he or anybody else in the SplitMD add any civilian facilities to the existing targ<strong>et</strong> lists following the me<strong>et</strong>ing. 4284 Afterthe me<strong>et</strong>ing, Rajčić and <strong>Gotovina</strong> flew from Brioni to Rujani and started the fin<strong>al</strong>planning for Operation Storm. 4285 On the evening of 31 July 1995, <strong>Gotovina</strong> orderedRajčić to prepare plans for the use of artillery in accordance with the Commander’sDecision. 4286 According to Rajčić, the fin<strong>al</strong> planning consisted mainly of updating theexisting plans. 42871181. On 1 August 1995, Rajčić attended a planning me<strong>et</strong>ing in Split for OperationStorm with <strong>Gotovina</strong> and representatives of the Split MD, and OGs North, Šibenik,Sinj, Zadar and the batt<strong>al</strong>ions. 4288 At the me<strong>et</strong>ing, the commanders were informed of theupcoming operation and the intended implementation of the Chief of the HV MainStaff’s directive. 4289 At the me<strong>et</strong>ing, <strong>Gotovina</strong> emphasized that the operation was aimedonly at enemy soldiers and that the UNPROFOR facilities near SVK positions shouldnot be endangered. He <strong>al</strong>so warned those present to instruct their subordinates thatenemy prisoners of war and civilians should receive proper treatment and protection. 4290He further stressed that there was a shortage of ammunition, so the artillery needed to beas precise as possible and could only targ<strong>et</strong> the military objectives that provided thehighest military advantages. 4291 According to Rajčić the HV had less ammunition at itsdispos<strong>al</strong> than had been anticipated during the planning stage. 42921182.
