38791were no longer d<strong>et</strong>ained. 3844 About 35 minutes later, the patrol saw the same two carsexiting Kaštel Žegarski in Nadvoda municip<strong>al</strong>ity, where sever<strong>al</strong> houses were on fire. 3845Søren Liborius, an ECMM Operations Officer and team leader based in Knin from 28July 1995 until 27 November 1995, 3846 <strong>al</strong>so stated that he saw sever<strong>al</strong> soldiers comingout of one burning house in Ćičevac going further down the v<strong>al</strong>ley and shooting straylivestock. 38471005. The Tri<strong>al</strong> Chamber finds that at 2:15 p.m. on 1 September 1995 the haml<strong>et</strong> ofĆičevac was on fire, and two vehicles with HV-VP license plates were parked close to aburning house. A person referred to as an HV soldier, who was standing next to thesevehicles, rushed towards the ECMM patrol and temporarily d<strong>et</strong>ained its members.Shortly thereafter, sever<strong>al</strong> other persons referred to as soldiers came out of the burninghouse and started shooting stray livestock in the v<strong>al</strong>ley. About h<strong>al</strong>f an hour later thesame vehicles as seen in Ćičevac were exiting Kaštel Žegarski where, at that moment,sever<strong>al</strong> houses were on fire. The Tri<strong>al</strong> Chamber has considered that the person standingnext to the vehicles with HV-VP number plates d<strong>et</strong>ained the ECMM patrol whilstsever<strong>al</strong> other persons were inside the burning house. The Tri<strong>al</strong> Chamber has <strong>al</strong>soconsidered the actions of these persons after they came out of the burning house. Basedon this evidence, the Tri<strong>al</strong> Chamber finds that they s<strong>et</strong> houses on fire in Ćičevac andshortly thereafter in Kaštel Žegarski. Based on the description of the perp<strong>et</strong>rators assoldiers, the Tri<strong>al</strong> Chamber finds that they wore military-type uniforms. Considering thepresence of two vehicles bearing HV-VP license plates on the scene, the fact that one ofthe uniformed men was standing next to these vehicles, and that the ECMM patrol wasreleased after its members announced their intention to c<strong>al</strong>l Čermak, the Tri<strong>al</strong> Chamberfinds that the perp<strong>et</strong>rators were members of the HV.1006.
