awareness and <strong>the</strong> use <strong>of</strong> appropriate augmentativeand alternative modes, means and formats <strong>of</strong>communication, educational techniques and materialsto support persons <strong>with</strong> disabilities.5. States parties shall ensure that persons <strong>with</strong>disabilities are able to access general tertiaryeducation, vocational training, adult education andlifelong learning <strong>with</strong>out discrimination and on anequal basis <strong>with</strong> o<strong>the</strong>rs. To this end, States partiesshall ensure that reasonable accommodation isprovided to persons <strong>with</strong> disabilities.Article 25HealthStates parties recognize that persons <strong>with</strong> disabilitieshave <strong>the</strong> right to <strong>the</strong> enjoyment <strong>of</strong> <strong>the</strong> highestattainable standard <strong>of</strong> health <strong>with</strong>out discriminationon <strong>the</strong> basis <strong>of</strong> disability. States parties shall take allappropriate measures to ensure access for persons<strong>with</strong> disabilities to health services that are gendersensitive,including health-related rehabilitation. Inparticular, States parties shall:(a) Provide persons <strong>with</strong> disabilities <strong>with</strong> <strong>the</strong> samerange, quality and standard <strong>of</strong> free or affordablehealth care and programmes as provided too<strong>the</strong>r persons, including in <strong>the</strong> area <strong>of</strong> sexual andreproductive health and population-based publichealth programmes;(b) Provide those health services needed bypersons <strong>with</strong> disabilities specifically because <strong>of</strong><strong>the</strong>ir disabilities, including early identification andintervention as appropriate, and services designedto minimize and prevent fur<strong>the</strong>r disabilities, includingamong children and older persons;(c) Provide <strong>the</strong>se health services as close as possibleto people’s own communities, including in rural areas;(d) Require health pr<strong>of</strong>essionals to provide care <strong>of</strong> <strong>the</strong>same quality to persons <strong>with</strong> disabilities as to o<strong>the</strong>rs,including on <strong>the</strong> basis <strong>of</strong> free and informed consentby, inter alia, raising awareness <strong>of</strong> <strong>the</strong> humanrights, dignity, autonomy and needs <strong>of</strong> persons <strong>with</strong>disabilities through training and <strong>the</strong> promulgation <strong>of</strong>ethical standards for public and private health care;(e) Prohibit discrimination against persons <strong>with</strong>disabilities in <strong>the</strong> provision <strong>of</strong> health insurance, andlife insurance where such insurance is permitted bynational law, which shall be provided in a fair andreasonable manner;(f) Prevent discriminatory denial <strong>of</strong> health care orhealth services or food and fluids on <strong>the</strong> basis <strong>of</strong>disability.Article 26Habilitation and rehabilitation1. States parties shall take effective and appropriatemeasures, including through peer support, to enablepersons <strong>with</strong> disabilities to attain and maintainmaximum independence, full physical, mental,social and vocational ability, and full inclusion andparticipation in all aspects <strong>of</strong> life. To that end,States parties shall organize, streng<strong>the</strong>n and extendcomprehensive habilitation and rehabilitation servicesand programmes, particularly in <strong>the</strong> areas <strong>of</strong> health,employment, education and social services, in such away that <strong>the</strong>se services and programmes:(a) Begin at <strong>the</strong> earliest possible stage, and are basedon <strong>the</strong> multidisciplinary assessment <strong>of</strong> individualneeds and strengths;(b) Support participation and inclusion in <strong>the</strong>community and all aspects <strong>of</strong> society, are voluntary,and are available to persons <strong>with</strong> disabilities as closeas possible to <strong>the</strong>ir own communities, including inrural areas.2. States parties shall promote <strong>the</strong> development<strong>of</strong> initial and continuing training for pr<strong>of</strong>essionalsand staff working in habilitation and rehabilitationservices.3. States parties shall promote <strong>the</strong> availability,knowledge and use <strong>of</strong> assistive devices andtechnologies, designed for persons <strong>with</strong> disabilities,as <strong>the</strong>y relate to habilitation and rehabilitation.Article 27Work and employment1. States parties recognize <strong>the</strong> right <strong>of</strong> persons <strong>with</strong>disabilities to work, on an equal basis <strong>with</strong> o<strong>the</strong>rs;this includes <strong>the</strong> right to <strong>the</strong> opportunity to gain aliving by work freely chosen or accepted in a labourmarket and work environment that is open, inclusiveand accessible to persons <strong>with</strong> disabilities. Statesparties shall safeguard and promote <strong>the</strong> realization <strong>of</strong><strong>the</strong> right to work, including for those who acquire adisability during <strong>the</strong> course <strong>of</strong> employment, by takingappropriate steps, including through legislation, to,inter alia:(a) Prohibit discrimination on <strong>the</strong> basis <strong>of</strong> disability<strong>with</strong> regard to all matters concerning all forms <strong>of</strong>employment, including conditions <strong>of</strong> recruitment,hiring and employment, continuance <strong>of</strong> employment,career advancement and safe and healthy workingconditions;59 <strong>Promoting</strong> <strong>the</strong> <strong>Rights</strong> <strong>of</strong> <strong>Children</strong> <strong>with</strong> <strong>Disabilities</strong> Innocenti Digest No. 13
