It shouldbe borne in mind that some substances shipped as bulk cargo may, through their intrinsic nature,or when shipped in combination with other substances, be used as constituents for, or enhancethe effect of, weapons used in the commission of unlawful acts. (It should also be borne in mindthat ships used to carry bulk cargoes may also be used as a means to transport unauthorizedweapons, incendiary devices or explosives, irrespective of the nature of the cargo carried.)National competent authorities may apply additional security provisions, which should beconsidered when offering or transporting bulk cargoes. The provisions of this chapter remainrecommendatory except subsection 11.1.1.11.1 General provisions for companies, ships and port facilities11.1.1 The relevant provisions of chapter XI-2 of SOLAS 74, as amended, and of part A ofthe ISPS Code shall apply to companies, ships and port facilities both engaged in the handlingand transport of solid bulk cargoes and to which regulation XI-2 of SOLAS 74, as amended,applies, taking into account the guidance given in part B of the ISPS Code.11.1.2 Due regard should be given to the security-related provisions of the ILO/IMO Code ofpractice on security in ports and the IMDG Code, as appropriate.11.1.3 Any shore-based company personnel, ship-based personnel and port facility personnelengaged in the handling and transport of bulk cargoes should be aware of any securityrequirements for such cargoes, in addition to those specified in the ISPS Code, andcommensurate with their responsibilities.11.1.4 The training of the company security officer, shore-based company personnel havingspecific security duties, port facility security officer and port facility personnel having specificduties, engaged in the handling and transport of bulk cargoes, should also include elements ofsecurity awareness related to the nature of those cargoes, for example where such cargoes arematerials hazardous only in bulk.11.1.5 All shipboard personnel and port facility personnel who are not mentioned insubsection 11.1.4 and are engaged in the transport of bulk cargoes should be familiar with theprovisions of the relevant security plans related to those cargoes, commensurate with theirresponsibilities.11.2 General provisions for shore-side personnel11.2.1 For the purpose of this subsection, shore-side personnel covers individuals such asthose who:I:\<strong>MSC</strong>\<strong>85</strong>\<strong>26</strong>-Add-2.doc
