COUNCIL 3DECEMBER 10 TH , 2012<strong>NO</strong>. 18VI.MOTIONSa) Greater Toronto Countryside Mayors Alliance (GTCMA) – Phase 2 EconomicDevelopment StudyRESOLUTION <strong>NO</strong>. 2012-09MOVED by Councillor Ballinger, SECONDED by Councillor Mantle“WHEREAS the Greater Toronto Countryside Mayors Alliance (GTCMA)has recently completed its Phase 2 Economic Development Study;AND WHEREAS the results <strong>of</strong> this study have identified significantdisparities between the geographic, demographic, and economic realitiesfaced by GTCMA communities and current provincial policy and legislation;AND WHEREAS these inequalities continue to influence the long termeconomic viability <strong>of</strong> the GTCMA;AND WHEREAS the GTCMA has proposed a series <strong>of</strong> provincial policy andlegislative amendments designed to mitigate the impact <strong>of</strong> thesediscrepancies;<strong>NO</strong>W THEREFORE BE IT RESOLVED:1. THAT the Council <strong>of</strong> the Corporation <strong>of</strong> the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong>supports the conclusions <strong>of</strong> the GTCMA Phase 2 EconomicDevelopment Study2. AND THAT a copy <strong>of</strong> this resolution be forwarded to the SecretaryTreasurer <strong>of</strong> the GTCMA for inclusion in their transmittal <strong>of</strong> the Phase2 Study to the Minister <strong>of</strong> Municipal Affairs and Housing, the Minister<strong>of</strong> Agriculture, Food and Rural Affairs and the Minister <strong>of</strong>Infrastructure.”CARRIEDb) <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> - 2013 Ontario Municipal Partnership Fund Transition-YearStable FundingRESOLUTION <strong>NO</strong>. 2012-10MOVED by Councillor Molloy, SECONDED by Councillor Mikuse“WHEREAS the Ontario Municipal Partnership Fund (OMPF) is theProvince’s main transfer payment to municipalities and is a critical provincialfunding program;AND WHEREAS the 2013 OMPF Transition-Year Stable Funding ensuresmunicipalities will recieve at least 90% <strong>of</strong> the 2012 OMPF allocation;AND WHEREAS the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> 2013 OMPF Transition-YearStable Funding allocation is 90.1% <strong>of</strong> the 2012 <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong>OMPF allocation, which equates to a net reduction <strong>of</strong> $119,100 in fundingallocation;AND WHEREAS the 2013 OMPF Transition-Year Stable Funding allocationbased on the Provincial Municipal Fiscal Circumstances Index (MFCI)appears to penalize the <strong>Township</strong> for having its fiscal affairs in order;


COUNCIL 4DECEMBER 10 TH , 2012<strong>NO</strong>. 18AND WHEREAS the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> does not directly financiallybenefit from the Provincially provided combined benefit <strong>of</strong> the 2013 OMPFTransition-Year Stable Funding and provincial uploads, which is proposedto increase, more than three times, the level <strong>of</strong> funding provided under theprevious program in 2004;AND WHEREAS the Region <strong>of</strong> Durham 2013 OMPF Upload Noticedemonstrates a combined benefit <strong>of</strong> a net reduction <strong>of</strong> $5,611,400 from theupload <strong>of</strong> the Ontario Drug Benefit Program, the Ontario Disability SupportProgram, the phased upload <strong>of</strong> Ontario Works benefits and court securityand prisoner transportation costs, as well as additional support in respect <strong>of</strong>municipal Ontario Works administration costs;<strong>NO</strong>W THEREFORE BE IT RESOLVED:1. THAT the <strong>Township</strong> <strong>of</strong> <strong>Uxbridge</strong> strongly urge the Region <strong>of</strong> Durhamto recognize the challenging fiscal circumstances the <strong>Township</strong> <strong>of</strong><strong>Uxbridge</strong> will face due to the reduction <strong>of</strong> the OMPF 2013 Transition-Year Stable Funding allocation;2.
