WHY SEEK IMPROVEMENT?

WHY SEEK IMPROVEMENT?

BEHAVIOURAL ISSUES• Speeding is prevalent at roadworks.• Drug Taking 1 in 76 drivers test positive.• 1 in 28 truck drivers tested positive forillicit substances.• 80 drivers a day caught over .05 bac.• Driving while fatigued <strong>and</strong> micro sleeping.• Using electronic devices while driving64% (admit this).

THE PROBABILITY OF INJURY IFSTRUCK BY A VEHICLE AT VARIOUSSPEEDS• Developed from 7000 accidentreconstructions <strong>and</strong> estimated impactspeeds.

HIERARCHY OF SAFETY CONTROLS-TRAFFIC MANAGEMENT• Introduced in 2004 to WTM in Victoriaas a process to apply the moreeffective <strong>and</strong> reliable controls first.• Hazard Control Tool used in <strong>safety</strong> &effective in other industries.• Now included in AS1742.3 – 2009 aspart of the WTM process.

HIERARCHY OF SAFETY CONTROLSTRAFFIC MANAGEMENT• Level 1 ELIMINATION OF TRAFFIC HAZARD – Close road, diverttraffic, side track, contra flow.• Level 2 ISOLATE TRAFFIC – Safety barriers to isolate traffic from<strong>worksite</strong>. Traffic clearance is a lower level isolation control.• Level 3 ENGINEERING CONTROLS - Crash attenuators fitted toshadow trucks, Cone deployment & retrieval trucks, etc.• Level 4 BEHAVIORAL PROTECTION – Signs & bollards to guide trafficpast <strong>worksite</strong>. PPE (Plus speed control initiatives).• Level 5 A COMBINATION OF THE ABOVE CONTROLSVicRoads Code requires highest control practicable.THE OHS CONSTRUCTION REGULATIONS 2007 NOW MANDATE THEHIERARCHY OF CONTROLS APPROACH TO HAZARD CONTROL INVICTORIA

WS-TM CODE REVIEW• WITH MINISTER FOR APPROVAL• Will comply with expectations of the ConstructionRegulations 2007Work on or adjacent to traffic lanes is now specified ashigh risk for all roads under the regulations. The hierarchy of <strong>safety</strong> controls is now m<strong>and</strong>atory –obligation to apply highest level control practicable.Underpins Code.• Instead of Risk Assessment we are looking at aHazard Identification <strong>and</strong> Control Methodology tolook at site hazard considerations & Determine therequired level of planning.

WS-TM CODE REVIEW• Freeway Work will be includedBest Practice Work Methods.High Speed High Traffic Volume Works.Barriers for longer term works.TMAs for short <strong>and</strong> medium term work.• Temporary Road (Speed) Humps includedWhere works close to traffic <strong>and</strong> 40 km/h or less isjustified. Memor<strong>and</strong>um of Approval required.• Recognition of TMA ProtectionParticularly for Urban Freeways / high speed highvolume roads.• Mobile Temporary Speed ZonesSpeed Limit Signs Mounted on Vehicles.

WS-TM CODE REVIEW• Taking Experience since 2004 into accountTemporary Barriers Approach Protection.Traffic Management Signage Practices.Congestion Management – need to keep trafficmoving (without compromising <strong>worksite</strong> <strong>safety</strong>).Barriers for longer term works.TMAs for short <strong>and</strong> medium term work.• Speed Limits & ClearancesRecognise vehicle recovery distance & probability ofinjury at residual speed after braking.• Looking at Speed Limit ‘Ahead’ SignageAs per AS1742.3

FUTURE ISSUES• National Work Health & Safety (WHS) Laws 2010– 2011.All States have agreed to this.Company Directors <strong>and</strong> Senior Officers betterdefined.Duties specified.• Learning from Our MistakesToo many ‘Incidents’ – we are still hurting people.Seek Best Practice.Zero Harm should be the target.• Involvement of All Personnel in WHSWithout everyone actively involved in WHS we willhave more of the same.

FUTURE ISSUES• Credibility of Traffic Management.Out of Hours <strong>and</strong> when sites are not active.VMS / Communications to Explain reasons when notobvious.Departure De-restriction Signage Required.• Driver Speeding CultureReinforcement of Speed Limit.Enforcement Essential for Behaviour Change.• Sharing Practices <strong>and</strong> LearningWorksite Safety Updates <strong>and</strong> Alerts.Safety Solutions for our Industry.
