3IBU EVENT AND COMPETITION RULES2.6.6 IR ExpensesOCs of <strong>event</strong>s <strong>and</strong> <strong>competition</strong>s will be responsible for paying the IRs’travel, accommodation <strong>and</strong> meal expenses <strong>and</strong> daily allowance asstipulated by the IBU regulations in force at the time for the period ofthe IRs´employment.3. COMPETITION VENUES AND FACILITIES3.1 GENERALThe <strong>competition</strong> venue is the site on which biathlon <strong>competition</strong>s <strong>and</strong>training are conducted, <strong>and</strong> consists of the stadium area, courses <strong>and</strong>the associated technical <strong>and</strong> spectator areas. Located in the stadiumarea are the start/finish areas, shooting range, penalty loop, Relay h<strong>and</strong>overzone <strong>and</strong> spectator areas. The technical areas are near the stadium<strong>and</strong> consist of the ski test area, team waxing huts, team lounge, athletechanging area, <strong>and</strong> parking spaces, as well as the buildings <strong>and</strong> officesnecessary for the OC. The venue must be technically suitable, according tothese <strong>rules</strong>, to allow all the types of biathlon <strong>competition</strong>s to be held, <strong>and</strong>must offer the best possible viewing of the <strong>competition</strong>s to spectators,<strong>and</strong> fulfill all the requirements of TV coverage. Venues that are c<strong>and</strong>idatesfor hosting the WCH <strong>and</strong> WC must have an IBU A license, <strong>and</strong> for Y/JWCH,OECH, IBU Cup, SB WCH, SB OECH <strong>and</strong> IBU Roller Cup <strong>event</strong>s must havean IBU B license. Venues for OWG must acquire an IBU A license.3.1.1 General RequirementsThe start <strong>and</strong> finish areas, shooting range, penalty loop <strong>and</strong> Relay h<strong>and</strong>overzone must be located on level ground <strong>and</strong> close together, so as toprovide the majority of the spectators with a good view of <strong>competition</strong>activities. These areas <strong>and</strong> critical parts of the course must be fencedoff in order to pr<strong>event</strong> competitors from being impeded or going astray,<strong>and</strong> to pr<strong>event</strong> access by unauthorized persons. However, the height<strong>and</strong> extent of the fencing must be minimized as much as possible toavoid interference with TV coverage. There must be sufficient space forcompetitors <strong>and</strong> <strong>competition</strong> officials to conduct their required activities<strong>and</strong> adequate room for team support staff, press, photographers<strong>and</strong> spectators, <strong>and</strong> enough space for TV camera crews <strong>and</strong> theirbroadcasting facilities without the broadcasting interfering with the3-30 IBU RULES
