Additionally, the competition jury will award time adjustmentsand rule on competition situations not stipulated in these rules or otherauthoritative IBU publications. The competition jury will also review anddecide on all protests submitted to it. The procedures of the competitionjury will be governed by the IBU Disciplinary Rules.2.3.1.1 Time of ElectionThe competition juries to be established for an event must be electedat the latest on the day before the first official training. The competitionjuries will remain competent throughout the event; however, changes ofelected members may be made by election for pressing reasons.2.3.1.2 ChairThe chairperson of the competition jury will be the TD.2.3.2 Competition Jury Line-UpAt all IBU events except Continental Championships, Continental Cups,and Regional Cups the competition jury will consist of five members asfollows:a. the IBU TD as chairperson;b. the Course IR (for IBU Cup/SB WCH the IBU assigned IR);c. the Competition Chief;d. Two team officials elected by the team captains from two differentNFs.The RD will be present at all meetings but will not have the right to vote.At the OWG, the RD will serve as Asst. TD.2.3.2.1 Only one person from one and the same NF or with the same nationalitymay be a member of a competition jury at the OWG and all IBU eventsexcept CCH and CC.2.3.2.2 At other international competitions, the composition of the competitionjury will be decided by the OC and the team captains of the participatingfederations.2.3.3 Election of Competition Jury MembersElection of the competition juries will be conducted by the TD duringthe team captains’ meeting. Candidates may be nominated by the TDor team captains. If there are the same numbers of candidates as opencompetition jury positions, no vote will be necessary and the candidateswill become competition jury members by consensus. IBU EVENT AND COMPETITION RULES 3candidates than open competition jury positions, the team captainsmust take a vote. Only one vote will be allowed per NF. A simple majoritywill elect a competition jury member. If no simple majority is obtainedby any candidate, the person with the least votes will be removed as acandidate and the vote will be repeated for the remaining candidatesuntil the competition jury members have been elected.2.3.4 Competition Jury Meetings and DecisionsThe competition jury must be able to convene within a minimum of timewhenever a meeting is required, as directed by the competition jurychairperson, and must remain readily available for competition juryduties for 15 minutes after the provisional results have been published.Specific meeting times are detailed in Annex B to these rules. Decisionsof the competition jury will normally be made with all members present.However, in exceptional cases the competition jury will be competent topass a resolution if at least three members are present. The competitionjury chair will only vote in case of a tie vote. Decisions will be made byeach member voting on the issue and a simple majority will decide.2.3.5 Duties of the Competition JuryA detailed list of duties of the competition jury is given in Annex B tothese rules.2.3.6 Appeals against Competition Jury DecisionsAn appeal may be made against penalties and disciplinary measuresimposed by the competition jury at events where a jury of appeal hasbeen established. In any other events an appeal can be lodged to theIBU Executive Board in writing within 24 hours after the decision of thecompetition jury.The appeal must be made to the jury of appeal or Executive Board, andbe put forward in accordance with the IBU Disciplinary Rules.2.4 RACE DIRECTOR AND ASSISTANT RACE DIRECTOR2.4.1 The World Cup Race Director and the IBU Cup Race Director and theirAssistants are officials appointed by the IBU.2.4.2 The RD will conduct the necessary inspections and meetings with theOC to ensure proper preparations, or delegate this responsibility to theTD.IBU RULES 3-27
