3IBU EVENT AND COMPETITION RULES3-18 IBU RULESbefore the listed start time of the entered competitor, in Individual<strong>and</strong> Sprint <strong>competition</strong>s. In Relay <strong>competition</strong>s, competitors may bereplaced as follows: first leg – 30 minutes before simultaneous start;second – before simultaneous start; third – before the first h<strong>and</strong>over;<strong>and</strong>, fourth – before the second h<strong>and</strong>over. In the case of such areplacement, a valid reason pr<strong>event</strong>ing the start must be presented tothe <strong>competition</strong> jury not later than 30 minutes before the listed starttime in question or before the deadlines specified for the Relay. If, ateam is allowed to register only four competitors because of its quota,the <strong>competition</strong> jury may allow the replacement of a competitor by anon-registered competitor such that the team may compete in a Relay<strong>competition</strong>.1.6 DRAW AND ASSIGNMENT OF START NUMBERS1.6.1 GeneralCompetitors or teams will be r<strong>and</strong>omly selected from the entries for the<strong>competition</strong>, by manual or computer draw, <strong>and</strong> will be assigned theirstart numbers based on that draw unless there are other <strong>rules</strong> applyingto that <strong>competition</strong>.1.6.1.1 The Method of the Draw must be approved by the RD/TD1.6.2 Time of DrawsThe draw for any <strong>competition</strong> must not be held earlier than 24 hoursbefore <strong>and</strong> not later than 15 hours before the start of the <strong>competition</strong>.However, in <strong>event</strong>s at which a draw is required for the Mass Start orRelay <strong>competition</strong>s, the draw for the Mass Start <strong>and</strong> Relay <strong>competition</strong>smay be held at the team captains’ meeting for the <strong>competition</strong> whichwill precede the respective Mass Start or Relay <strong>competition</strong> in the <strong>event</strong>program. If the <strong>competition</strong> jury decides to repeat a <strong>competition</strong> or topostpone a <strong>competition</strong>, they will also decide whether a new draw mustbe made.1.6.3 Place of DrawsDraws should be held during, <strong>and</strong> at the location of, the team captains’meetings, <strong>and</strong> should be visible to all team captains; however, theRD /TD may approve for a draw to be held outside of the team captains’meeting, if it is necessary due to <strong>event</strong> circumstances. Such outsidedraws must be supervised by at least two <strong>competition</strong> jury members.
