By Jun TarrozaIn Ormoc’s history, the distinctionof having led the city council thelongest goes to Hon. He becamean officer-in-charge on 1987, wasthe elected vice-mayor from 1988 to1992 and is currently serving his thirdconsecutive term (equal to 9 years;2004-2013) as the political partner ofMayor Eric “Beboy” C. Codilla.Aparis, a lawyer by profession, said that the legacy he could leaveOrmocanons is the “Codification ofGeneral Ordinances,” the compilationof the local laws since 1947 -- threeyears after the late Marcelo D.Bandalan was appointed to serve asthe city’s first vice mayor from 1950to 1953.Going further, Aparis explainedthat his task of codification did not endwith hard copies being printed out, ashe also aims to go “paperless” withthe city council’s computerizationprogram. “My personal work for thecodification was worth the effort,”he said. The program will becomeaccessible to the public at worldwideweb for transparency purposes, aprogram that is hoped to be completedthis year.Blessed with 5 children andmarried to Thelma Escuadra Omega,Aparis took and finished his lawstudies at Silliman University,Dumaguete City in 1974 after hecompleted the Bachelor of Arts atSaint Peter’s College, this city. Aparis has also servedas a trial attorney for the CitizensLegal Assistance Office (now PublicAssistance Office) and as AssistantProvincial Fiscal for Leyte Province. Moreover, he was the very firstchairman of the Ormoc’s PeoplesLaw Enforcement Board (PLEB),was elected city councilor for 2Who’s thelongestservingvice-mayorhere?terms from 1998-2004 and is thecurrent Interim Vice-President for theVisayas of the Vice Mayor’s Leagueof the Philippines.Transparency, good governanceand rule of law are his principles.“Dili seguro mobotar nako ang mgaOrmocanon kung dili tungod niininga mga prinsipyo,” Aparis said.SP declares exec, legislative buildingsas patrimonial propertiesBy Jun TarrozaSo that interested businessmenor private companies can rent theexecutive and legislative buildingslocated in the city proper, thecity council recently approved aresolution to declare the 2 buildingsas patrimonial properties of the localgovernment. In his resolution, Councilor Atty.Demosthenes F. Tugonon, chairof the Sangguniang Panlungsod’sCommittee on Ways and Meansincluded the old city hall to bealso part of the city’s patrimonialproperties. But this was questionedby Councilors Felomino Maglasang,Atty. Ruben R, Capahi, SoteroPepito and Jose Alfaro Jr. during thediscussion.Capahi said the resolution mightcontradict the recommendation ofthe task force created by the city tostudy the ideal use of the old city hallif it will be used for museum, libraryand Phil. National Police purposes.Pepito also pointed out that inthe terms of reference of the Bidsand Award Committee, only theexecutive and legislative buildingsare to be included in the economicenterprises of the local government. The old city hall is now occupied bythe City Agricultural Services Office(CASO), he added.Councilor Claudio Larrazabal, who presided over the session, defended Tugonon when he saidthat the use of the old city hall formuseum in its second floor andpolice services in the ground floorare mere speculations as the CASOwill transfer soon to its new office atSan Pablo, this city.Tugonon eventually amendedhis resolution to exclude thatstructure in patrimonial propertiesof the city government as approvedunanimously by the city council. The state-of-the-art 3-storey CityHall now houses the executive andlegislative offices at Cogon here.As of press time, it is notyet known who will rent those 2buildings.www.ormoc.gov.phAngOrmocanon 3

EDC to explore geothermalenergy in Chileby Roberto C. DejonThe Energy DevelopmentCorporation, a Lopez-ownedcompany, is expected to exploregeothermal energy in Chile, SouthAmerica this year. This was the revelation of noless than EDC Chairman OscarLopez during the graduation ofthe 2nd batch of graduates of theKananga-EDC TechnologicalInstitute (KEITECH) in Hiluctogan,Kananga Leyte. This was thereason, Lopez said, why he broughtthe Ambassador of Chile, HisExcellency Roberto Mayorga, ashonored guest to the KEITECHcommencement exercises.Ambassador Mayorga in aninterview at the New Ormoc City Hallalso acknowledged the disclosureof Chairman Lopez, saying thathis government is inviting EDC toconduct exploration for possiblesources of geothermal energy in hiscountry. The Ambassador said thatgeothermal energy is feasible inhis country because just like in thePhilippines it also has a number ofactive volcanoes. “The fact that weare located in the pacific ring of firelike your country the Philippines, then the possibility of findinggeothermal energy is most likely.”Ambassador Mayorga stressed.Chile’s main source of energy ishydro followed by coal and diesel. Its central interconnected gridgenerates electricity to more than92% of the country’s population andmost of its non-mining industriesaccording to the Latin AmericaCEIC database team. Althoughinstalled capacity has grown since2002, so has energy demand. Thisclimbed 4% last year and estimatesare that it will be even higher in2011.If this trend continues, togetherwith the drought that has underminedChile’s power generation capacity, the Latin America CEIC databaseteam indicated that there is thepossibility of energy prices risingor power cuts that may harm Chile’seconomic growth. Preliminaryfigures indicate that during Februaryhydroelectric power generation felln e w s22.6%, but was compensated forby diesel power generation, whichrose 196.5%.This is also seen as the reasonwhy Chilean government showedmuch interest in allowing EDC toimmediately conduct a geothermalpower exploration of the saidcountry. It is reported that Chilehas 36 active volcanoes and someof this could be tapped to producegeothermal energy.City Legal Officer Vestil sits asLTFRB Hearing Officerby Joey V.
