C<strong>on</strong>diti<strong>on</strong>al grants are by no means meant to tighten oinancial c<strong>on</strong>trol over local government, they always should either to• fund <strong>for</strong> services provided by local government which under regulatory c<strong>on</strong>trol of the federal gov-­ernment or the regi<strong>on</strong>al government, but per<strong>for</strong>med by local government. The underlying assump-­ti<strong>on</strong> is the rule of the principle of c<strong>on</strong>nectivity, which states that delegated functi<strong>on</strong>s must not re-­main unfunded.
