As future comp<strong>on</strong>ents <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> overall GNSS architecture develop worldwide, <str<strong>on</strong>g>the</str<strong>on</strong>g> need foran internati<strong>on</strong>al framework to support operati<strong>on</strong>al co-ordinati<strong>on</strong> and exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong>am<strong>on</strong>g system designers and operators and nati<strong>on</strong>al and internati<strong>on</strong>al user communities will beincreasingly important. The focus should no l<strong>on</strong>ger be <strong>on</strong> explaining <str<strong>on</strong>g>the</str<strong>on</strong>g> basic principles <str<strong>on</strong>g>of</str<strong>on</strong>g>GNSS or <strong>on</strong> trying to educate <str<strong>on</strong>g>the</str<strong>on</strong>g> general public, <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific community at large or policymakers about <str<strong>on</strong>g>the</str<strong>on</strong>g> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS. System operators <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir augmentati<strong>on</strong>s mustmove bey<strong>on</strong>d simple outreach. The assumpti<strong>on</strong> is that current and future system operators willso<strong>on</strong> move from a strictly competitive to a more collaborative mode where <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a sharedinterest in <str<strong>on</strong>g>the</str<strong>on</strong>g> universal use <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS services regardless <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> system. If this is to be <str<strong>on</strong>g>the</str<strong>on</strong>g> case,<str<strong>on</strong>g>the</str<strong>on</strong>g>n <str<strong>on</strong>g>the</str<strong>on</strong>g> real challenge now is to provide assistance and informati<strong>on</strong> for those countries seeking tointegrate GNSS and its augmentati<strong>on</strong>s into <str<strong>on</strong>g>the</str<strong>on</strong>g>ir basic infrastructure at all levels (i.e. commercial,scientific and governmental).514. The framework to be discussed will be most favourable to service providing governmentsif flexible mechanisms are put in place and <str<strong>on</strong>g>the</str<strong>on</strong>g> focus <str<strong>on</strong>g>of</str<strong>on</strong>g> those mechanisms is providing improvedservice to users.515. The following categories <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al co-operati<strong>on</strong> in providing GNSS services are<str<strong>on</strong>g>of</str<strong>on</strong>g>fered for c<strong>on</strong>siderati<strong>on</strong>:• Co-ordinati<strong>on</strong>— am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> core GNSS service and augmentati<strong>on</strong> providers;— nati<strong>on</strong>al planning and/or regi<strong>on</strong>al planning.• Disseminati<strong>on</strong>— <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> GNSS to users and provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> technical assistance for <str<strong>on</strong>g>the</str<strong>on</strong>g>integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS into nati<strong>on</strong>al infrastructures.• Identificati<strong>on</strong>— <str<strong>on</strong>g>of</str<strong>on</strong>g> users’ needs and desires regarding GNSS.A. Co-ordinati<strong>on</strong>Co-ordinati<strong>on</strong> am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> GNSS service providers516. On <str<strong>on</strong>g>the</str<strong>on</strong>g> basis <str<strong>on</strong>g>of</str<strong>on</strong>g> work c<strong>on</strong>ducted at <str<strong>on</strong>g>the</str<strong>on</strong>g> United Nati<strong>on</strong>s workshops and Acti<strong>on</strong> Teammeetings, <str<strong>on</strong>g>the</str<strong>on</strong>g> following objectives for internati<strong>on</strong>al GNSS co-operati<strong>on</strong> have been identified withrespect to GNSS development and <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> basic GNSS services:• To reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> complexity and cost <str<strong>on</strong>g>of</str<strong>on</strong>g> user equipment, GNSS providers should pursuegreater compatibility and interoperability am<strong>on</strong>g all future <strong>systems</strong> (such as GPS III,GLONASS-K, GALILEO and augmentati<strong>on</strong>s) in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> signal structures, time andgeodetic reference standards;• To protect <str<strong>on</strong>g>the</str<strong>on</strong>g> investment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> current user base, GNSS providers should ensure thatcurrent services are c<strong>on</strong>tinued for existing user equipment <strong>on</strong> a free and n<strong>on</strong>discriminatorybasis for a reas<strong>on</strong>able time frame (e.g. existing user equipment life time);93
