D. GNSS training opportunities <str<strong>on</strong>g>of</str<strong>on</strong>g>fered by Governments496. Azerbaijan is planning to establish a <strong>global</strong> navigati<strong>on</strong> <strong>satellite</strong> system in <str<strong>on</strong>g>the</str<strong>on</strong>g> near futurefor applicati<strong>on</strong> in various areas <str<strong>on</strong>g>of</str<strong>on</strong>g> navigati<strong>on</strong>. Within <str<strong>on</strong>g>the</str<strong>on</strong>g> framework <str<strong>on</strong>g>of</str<strong>on</strong>g> FAO, a group <str<strong>on</strong>g>of</str<strong>on</strong>g> remotesensing specialists <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Azerbaijan Nati<strong>on</strong>al Aerospace Agency (ANASA) as well as o<str<strong>on</strong>g>the</str<strong>on</strong>g>rinterested organizati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Azerbaijan were provided with training in GNSS, such as <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g>GPS- 12 CX Garmin.497. In Germany, <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Transport and Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Research and Educati<strong>on</strong> areresp<strong>on</strong>sible for <str<strong>on</strong>g>the</str<strong>on</strong>g> activities relating to GNSS. As <str<strong>on</strong>g>the</str<strong>on</strong>g> space agency, <str<strong>on</strong>g>the</str<strong>on</strong>g> German AerospaceCenter (DLR) has many activities in <str<strong>on</strong>g>the</str<strong>on</strong>g> research area, and it finances nati<strong>on</strong>al GNSS studies andc<strong>on</strong>tributes to <str<strong>on</strong>g>the</str<strong>on</strong>g> ESA GNSS programmes, such as EGNOS and GALILEO.498. In Hungary, universities, high schools, commercial organizati<strong>on</strong>s and research instituti<strong>on</strong>sare involved in GNSS (GPS) educati<strong>on</strong> and training.499. India has developed a detailed plan for introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>-based navigati<strong>on</strong> servicesfor civil aviati<strong>on</strong> in phases. India is building a Satellite Based Augmentati<strong>on</strong> System (SBAS)system over <str<strong>on</strong>g>the</str<strong>on</strong>g> Indian Airspace. This is a joint project between <str<strong>on</strong>g>the</str<strong>on</strong>g> Indian Space ResearchOrganisati<strong>on</strong> (ISRO) and <str<strong>on</strong>g>the</str<strong>on</strong>g> Airports Authority <str<strong>on</strong>g>of</str<strong>on</strong>g> India (AAI). The SBAS is being implementedby ISRO. To support <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> an SBAS system <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al standards, severalorganizati<strong>on</strong>s, research institutes and academic instituti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g>fer training in <strong>satellite</strong>-basednavigati<strong>on</strong>. The list <str<strong>on</strong>g>of</str<strong>on</strong>g> organizati<strong>on</strong>s that may be c<strong>on</strong>tacted for training is c<strong>on</strong>tained in Annex I.Annex I is categorised in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> subject such as: SBAS system studies, navigati<strong>on</strong> payload,master c<strong>on</strong>trol centre, i<strong>on</strong>o-tropo models, research and training and receivers, academicinstituti<strong>on</strong>s and receiver manufacturers. Apart from <str<strong>on</strong>g>the</str<strong>on</strong>g>se, ISRO c<strong>on</strong>ducts several training coursesspecially design for developing countries <strong>on</strong> various related subjects from time to time.500. In Italy, some limited training opportunities exist in public authorities.501. In <str<strong>on</strong>g>the</str<strong>on</strong>g> Republic <str<strong>on</strong>g>of</str<strong>on</strong>g> Korea, <str<strong>on</strong>g>the</str<strong>on</strong>g> Civil Aviati<strong>on</strong> Training Centre at Korea Airport Corporati<strong>on</strong>s(KAC), which is a n<strong>on</strong>-pr<str<strong>on</strong>g>of</str<strong>on</strong>g>it organizati<strong>on</strong> founded by <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> C<strong>on</strong>structi<strong>on</strong> and Transportati<strong>on</strong>to supervise and manage <str<strong>on</strong>g>the</str<strong>on</strong>g> effective operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> domestic airports, has c<strong>on</strong>ducted an internati<strong>on</strong>altraining course <strong>on</strong> GNSS technology, c<strong>on</strong>sisting <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> fundamentals <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS and DGPS, dataprocessing by GPS receivers, positi<strong>on</strong>ing and timing <str<strong>on</strong>g>the</str<strong>on</strong>g>ory and experiments based <strong>on</strong> DGPS, a newCNS/ATM c<strong>on</strong>cept.502. This training course was especially designed for developing countries in Sou<str<strong>on</strong>g>the</str<strong>on</strong>g>ast Asia toexchange informati<strong>on</strong> <strong>on</strong> internati<strong>on</strong>al aviati<strong>on</strong> affairs and promote <str<strong>on</strong>g>the</str<strong>on</strong>g> understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>relati<strong>on</strong>ships with each country in c<strong>on</strong>juncti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> Korea Internati<strong>on</strong>al Cooperati<strong>on</strong> Agency(KOICA), founded by <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Foreign Affairs and Trade (MOFAT).503. The two-week training course has been <str<strong>on</strong>g>of</str<strong>on</strong>g>fered annually since 2001 to 44 pers<strong>on</strong>nel related toair navigati<strong>on</strong> safety facilities from 12 developing countries, including: Malaysia, <str<strong>on</strong>g>the</str<strong>on</strong>g> Philippines, VietNam and Thailand.504. The Korean Centre has a plan to be a top-ranked internati<strong>on</strong>al aviati<strong>on</strong> training centre by<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tinuing efforts for expansi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> scope and number in internati<strong>on</strong>al training courses, byenhancing co-operati<strong>on</strong> with recognised worldwide aviati<strong>on</strong> training instituti<strong>on</strong>s, and also by91
