ICAO addresses humanresource planning and training issues through its TRAINAIR programme. The programmeprovides a mechanism for co-operati<strong>on</strong> am<strong>on</strong>g training centres for <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> manynew training courses that are required to support <str<strong>on</strong>g>the</str<strong>on</strong>g> introducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> CNS/ATM. ICAO willc<strong>on</strong>tinue to organize seminars and workshops <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS-based aer<strong>on</strong>autical<strong>systems</strong> and procedures.491. The European Commissi<strong>on</strong> (EC) carries out a series <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> activities in order toraise awareness <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong> navigati<strong>on</strong> and involve European and n<strong>on</strong>-European parties in <str<strong>on</strong>g>the</str<strong>on</strong>g>c<strong>on</strong>cepti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO programme. Preparati<strong>on</strong>s were underway to move from ad hoctraining activities towards more regular structures. Fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r co-operati<strong>on</strong> was foreseen with <str<strong>on</strong>g>the</str<strong>on</strong>g>European Space Agency in this c<strong>on</strong>text.492. The involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> a number <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>-European Uni<strong>on</strong> (EU) countries in Europe, NorthAmerica, Africa, Asia, Middle East and Latin America in <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO project is an example <str<strong>on</strong>g>of</str<strong>on</strong>g>“learning by doing” that combines scientific and industrial co-operati<strong>on</strong>.C. GNSS training opportunities <str<strong>on</strong>g>of</str<strong>on</strong>g>fered by n<strong>on</strong>-governmental entities493. There are some suppliers <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS equipment in South Africa, <str<strong>on</strong>g>the</str<strong>on</strong>g> major being Optr<strong>on</strong>,supplying navigati<strong>on</strong> and positi<strong>on</strong>ing <strong>systems</strong> for use in coastal and deep sea navigati<strong>on</strong>, landnavigati<strong>on</strong>, land surveying, precisi<strong>on</strong> agriculture and forestry applicati<strong>on</strong>s and precisi<strong>on</strong>excavati<strong>on</strong>. In additi<strong>on</strong>, applicati<strong>on</strong>s in nature c<strong>on</strong>servati<strong>on</strong> include tracking <str<strong>on</strong>g>of</str<strong>on</strong>g> animal speciesbeing studied and locati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> examples <str<strong>on</strong>g>of</str<strong>on</strong>g> rare plant species. Since 1996, <str<strong>on</strong>g>the</str<strong>on</strong>g> Electricity SupplyCommissi<strong>on</strong> and Telcom have also been using <strong>global</strong> positi<strong>on</strong>ing technology to assist inelectrificati<strong>on</strong> and teleph<strong>on</strong>ic infrastructure development <str<strong>on</strong>g>of</str<strong>on</strong>g> rural areas in order to establish exactlocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> very remote users and equipment. All <str<strong>on</strong>g>of</str<strong>on</strong>g> this has given rise to a market for GPSequipment, which has g<strong>on</strong>e hand in hand with training <strong>on</strong> that equipment provided ad hoc topurchasers and users. Optr<strong>on</strong> supplies equipment and training to clients in most <str<strong>on</strong>g>of</str<strong>on</strong>g> sub-SaharanAfrica and is prepared <strong>on</strong> a commercial basis to provide training to n<strong>on</strong>-client users. Their mainsupplier <str<strong>on</strong>g>of</str<strong>on</strong>g> equipment is from <str<strong>on</strong>g>the</str<strong>on</strong>g> United States and, for business reas<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g>y do not support <str<strong>on</strong>g>the</str<strong>on</strong>g>Russian GLONASS system, though <str<strong>on</strong>g>the</str<strong>on</strong>g> principles <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r <strong>satellite</strong> <strong>systems</strong>are essentially <str<strong>on</strong>g>the</str<strong>on</strong>g> same.494. There are many companies in Italy that are working in <str<strong>on</strong>g>the</str<strong>on</strong>g> research and developmentareas as well as in navigati<strong>on</strong> applicati<strong>on</strong>. Large suppliers and small and medium enterprises not<strong>on</strong>ly participate in <str<strong>on</strong>g>the</str<strong>on</strong>g> European navigati<strong>on</strong> programmes like EGNOS and GALILEO, but are alsoinvolved in ground-based navigati<strong>on</strong> equipment (see Annex IV).495. Many companies in <str<strong>on</strong>g>the</str<strong>on</strong>g> Republic <str<strong>on</strong>g>of</str<strong>on</strong>g> Korea have been working in research and developmentin a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> areas such as car navigati<strong>on</strong>, informatics, GPS receivers, GIS firmware, etc.90
