In additi<strong>on</strong>, ICAO is undertaking periodical technical visitsto States, developing regi<strong>on</strong>al guidance material and c<strong>on</strong>ducting regi<strong>on</strong>al workshops.447. Trials are being carried out in <str<strong>on</strong>g>the</str<strong>on</strong>g> Caribbean, South American (CAR/SAM) and African(AFI) regi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> ICAO at <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>al and nati<strong>on</strong>al levels to collect data for <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>GNSS architectures in <str<strong>on</strong>g>the</str<strong>on</strong>g>se regi<strong>on</strong>s. These trials involve WAAS and EGNOS testbeds in <str<strong>on</strong>g>the</str<strong>on</strong>g>CAR/SAM States and an EGNOS testbed in <str<strong>on</strong>g>the</str<strong>on</strong>g> AFI States.448. The less<strong>on</strong>s learnt and proposals stemming from <str<strong>on</strong>g>the</str<strong>on</strong>g> experiences gained with GNSSdevelopment and implementati<strong>on</strong> were reviewed by <str<strong>on</strong>g>the</str<strong>on</strong>g> ICAO Eleventh Air Navigati<strong>on</strong>C<strong>on</strong>ference (M<strong>on</strong>treal, Canada, 22 September – 3 October 2003). These c<strong>on</strong>cerned a broad range<str<strong>on</strong>g>of</str<strong>on</strong>g> issues, including human resources, regi<strong>on</strong>al training capabilities, and <str<strong>on</strong>g>the</str<strong>on</strong>g> need for integrati<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> technical co-operati<strong>on</strong> projects and financing aspects. Human resource training and financingissues were <str<strong>on</strong>g>report</str<strong>on</strong>g>ed as major challenges in implementing complex technology <strong>systems</strong> such asGNSS. The c<strong>on</strong>ference encouraged States and service providers that develop and introduce<strong>satellite</strong>-based augmentati<strong>on</strong> <strong>systems</strong> to provide <str<strong>on</strong>g>the</str<strong>on</strong>g>ir technical and financial support andparticipati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> activities leading to <str<strong>on</strong>g>the</str<strong>on</strong>g> extensi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir SBAS service areas int<strong>on</strong>eighbouring States and regi<strong>on</strong>s. States participating in SBAS implementati<strong>on</strong> activities wouldco-ordinate with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r participating States to optimize <str<strong>on</strong>g>the</str<strong>on</strong>g>ir effort, minimize duplicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>service and facilitate participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> service providers.449. The goal <str<strong>on</strong>g>of</str<strong>on</strong>g> transiti<strong>on</strong> to GNSS to support aer<strong>on</strong>autical navigati<strong>on</strong> for all phases <str<strong>on</strong>g>of</str<strong>on</strong>g> flightand remove <str<strong>on</strong>g>the</str<strong>on</strong>g> requirement for c<strong>on</strong>venti<strong>on</strong>al ground-based navigati<strong>on</strong> aids is maintained.However, when implementing GNSS-based operati<strong>on</strong>s, States are expected to assess <str<strong>on</strong>g>the</str<strong>on</strong>g>likelihood and effects <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS vulnerabilities in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir airspace and utilize, as necessary, <str<strong>on</strong>g>the</str<strong>on</strong>g>mitigati<strong>on</strong> methods including effective spectrum management and protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSSfrequencies, <strong>on</strong>-board mitigati<strong>on</strong> techniques and terrestrial navigati<strong>on</strong> aids as a back-up during anevoluti<strong>on</strong>ary transiti<strong>on</strong> to GNSS. Therefore, <str<strong>on</strong>g>the</str<strong>on</strong>g> need for ground-based navigati<strong>on</strong> aids or some <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g>m will remain during <str<strong>on</strong>g>the</str<strong>on</strong>g> transiti<strong>on</strong> until such time when all requirements for safe and costeffectiveoperati<strong>on</strong>s using GNSS are met.450. Following a recommendati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Worldwide CNS/ATM Systems Implementati<strong>on</strong>C<strong>on</strong>ference (Rio de Janeiro, Brazil, 11 - 15 May 1998), ICAO has addressed <str<strong>on</strong>g>the</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> costallocati<strong>on</strong> am<strong>on</strong>gst all users <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS.451. The C<strong>on</strong>ference <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Ec<strong>on</strong>omics <str<strong>on</strong>g>of</str<strong>on</strong>g> Airports and Air Navigati<strong>on</strong> Services (M<strong>on</strong>treal, 19to 28 June 2000) requested ICAO to c<strong>on</strong>tinue its efforts in this area with a more comprehensivestudy, for which a broad-based coaliti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> civil aviati<strong>on</strong> interests and n<strong>on</strong>-aer<strong>on</strong>autical userswould need to be established in order to estimate acceptable and equitable cost allocati<strong>on</strong> sharesfor each major user group.452. The “requirements-driven” approach was endorsed as <strong>on</strong>e method that should be takeninto account in <str<strong>on</strong>g>the</str<strong>on</strong>g> fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r work in two areas:• Allocati<strong>on</strong> am<strong>on</strong>gst civil aviati<strong>on</strong> users; and• Allocati<strong>on</strong> between civil aviati<strong>on</strong> and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r users.83
