INTRODUCTIONA. Background <str<strong>on</strong>g>of</str<strong>on</strong>g> Acti<strong>on</strong> Team1. The Third United Nati<strong>on</strong>s C<strong>on</strong>ference <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Explorati<strong>on</strong> and Peaceful Uses <str<strong>on</strong>g>of</str<strong>on</strong>g> OuterSpace (UNISPACE III), held from 19 to 30 July 1999, at Vienna, Austria, adopted a strategy toaddress <strong>global</strong> challenges in <str<strong>on</strong>g>the</str<strong>on</strong>g> future through space activities. The strategy as c<strong>on</strong>tained in “TheSpace Millennium: Vienna Declarati<strong>on</strong> <strong>on</strong> Space and Human Development” 1 included a few key<str<strong>on</strong>g>acti<strong>on</strong></str<strong>on</strong>g>s to use space applicati<strong>on</strong>s for human security, development and welfare. One <str<strong>on</strong>g>of</str<strong>on</strong>g> such<str<strong>on</strong>g>acti<strong>on</strong></str<strong>on</strong>g>s was “to improve <str<strong>on</strong>g>the</str<strong>on</strong>g> efficiency and security <str<strong>on</strong>g>of</str<strong>on</strong>g> transport, search and rescue, geodesy ando<str<strong>on</strong>g>the</str<strong>on</strong>g>r activities by promoting <str<strong>on</strong>g>the</str<strong>on</strong>g> enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g>, universal access to and compatibility <str<strong>on</strong>g>of</str<strong>on</strong>g> spacebasednavigati<strong>on</strong> and positi<strong>on</strong>ing <strong>systems</strong>”.2. In 2001, Member States accorded high priority to a limited number <str<strong>on</strong>g>of</str<strong>on</strong>g> selectedrecommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> UNISPACE III. The Committee <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Peaceful Uses <str<strong>on</strong>g>of</str<strong>on</strong>g> Outer Space(COPUOS) established <str<strong>on</strong>g>acti<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>team</str<strong>on</strong>g>s under <str<strong>on</strong>g>the</str<strong>on</strong>g> voluntary leadership <str<strong>on</strong>g>of</str<strong>on</strong>g> member States toimplement those priority recommendati<strong>on</strong>s. The Acti<strong>on</strong> Team <strong>on</strong> Global Navigati<strong>on</strong> SatelliteSystems (GNSS) was established under <str<strong>on</strong>g>the</str<strong>on</strong>g> leadership <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America and Italyto carry out <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong> relating to <strong>global</strong> navigati<strong>on</strong> <strong>satellite</strong> <strong>systems</strong>.B.
