The Internati<strong>on</strong>al Telecommunicati<strong>on</strong> Uni<strong>on</strong>, Radiocommunicati<strong>on</strong> Sector (ITU-R) isc<strong>on</strong>tinuing its technical studies related to <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS and for <str<strong>on</strong>g>the</str<strong>on</strong>g> efficient use <str<strong>on</strong>g>of</str<strong>on</strong>g> associatedradio frequency spectrum in <str<strong>on</strong>g>the</str<strong>on</strong>g> Study Group 8 – Working Party 8D (http://www.itu.int/ITU-R/study-groups/rsg8/rwp8d/index.asp), and ICAO, IMO and ITU are c<strong>on</strong>tinuing co-operati<strong>on</strong> toprotect aer<strong>on</strong>autical applicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>-based CNS <strong>systems</strong> and radi<strong>on</strong>avigati<strong>on</strong> <strong>satellite</strong>service (RNSS). At <str<strong>on</strong>g>the</str<strong>on</strong>g> World Radiocommunicati<strong>on</strong> C<strong>on</strong>ference 2000 (WRC-2000), spectrumwas allocated for additi<strong>on</strong>al GNSS applicati<strong>on</strong>s, including aer<strong>on</strong>autical applicati<strong>on</strong>s, and followup<str<strong>on</strong>g>acti<strong>on</strong></str<strong>on</strong>g>s were to be taken at WRC-2003.230. The World Radiocommunicati<strong>on</strong> C<strong>on</strong>ference 2003 (WRC-2003) (9 June – 4 July 2003,Geneva) was expected to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> following agenda items related to <str<strong>on</strong>g>the</str<strong>on</strong>g> RNSS: revisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g> results <str<strong>on</strong>g>of</str<strong>on</strong>g> studies c<strong>on</strong>cerning RNSS in accordance with Resoluti<strong>on</strong>s 604, 605 and 606, adoptedat WRC-2000 (agenda item 1.15). Resoluti<strong>on</strong> 604 (WRC-2000) relates to <str<strong>on</strong>g>the</str<strong>on</strong>g> compatibilitybetween <str<strong>on</strong>g>the</str<strong>on</strong>g> RNSS operating in <str<strong>on</strong>g>the</str<strong>on</strong>g> frequency band 5010-5030 MHz and <str<strong>on</strong>g>the</str<strong>on</strong>g> radio astr<strong>on</strong>omyservices (RAS) operating in <str<strong>on</strong>g>the</str<strong>on</strong>g> band 4990-5000 MHz. Resoluti<strong>on</strong> 605 (WRC-2000) relates to <str<strong>on</strong>g>the</str<strong>on</strong>g>compatibility between <str<strong>on</strong>g>the</str<strong>on</strong>g> RNSS and ARNS operating in <str<strong>on</strong>g>the</str<strong>on</strong>g> frequency band 1164 – 1215 MHz.And Resoluti<strong>on</strong> 606 (WRC-2000) relates to <str<strong>on</strong>g>the</str<strong>on</strong>g> compatibility between <str<strong>on</strong>g>the</str<strong>on</strong>g> RNSS and <str<strong>on</strong>g>the</str<strong>on</strong>g>radiolocati<strong>on</strong> service (RLS) in <str<strong>on</strong>g>the</str<strong>on</strong>g> frequency band 1215 – 1300 MHz, respectively. WRC-2003 isalso c<strong>on</strong>sidering use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> band 108-117.975 MHz for <str<strong>on</strong>g>the</str<strong>on</strong>g> transmissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> radi<strong>on</strong>avigati<strong>on</strong><strong>satellite</strong> differential correcti<strong>on</strong> signals by ICAO standard ground-based <strong>systems</strong> (agenda item1.28). More informati<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> WRC-03 agenda items is available from ITU-R website,http://www.itu.int/ITU-R/c<strong>on</strong>ferences/wrc/wrc-03/index.asp231. ICAO and <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al Maritime Organizati<strong>on</strong> (IMO) are c<strong>on</strong>tinuing co-ordinati<strong>on</strong>and exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> various aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS development and implementati<strong>on</strong>.IMO, recognizing that requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> ICAO for accuracy, reliability and availability <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSSare more stringent, accepted such requirements as more than adequate for maritime applicati<strong>on</strong>s.Both organizati<strong>on</strong>s c<strong>on</strong>tinue to exercise a co-ordinated approach to ITU in supporting <str<strong>on</strong>g>the</str<strong>on</strong>g>evoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS towards a future system capable <str<strong>on</strong>g>of</str<strong>on</strong>g> supporting advanced applicati<strong>on</strong>s foraer<strong>on</strong>autical and maritime navigati<strong>on</strong>.232. At its twenty-sec<strong>on</strong>d sessi<strong>on</strong> (19-30 November 2001), <str<strong>on</strong>g>the</str<strong>on</strong>g> IMO Assembly adoptedresoluti<strong>on</strong> A.915(22) <strong>on</strong> “Revised maritime policy and requirements for a future <strong>global</strong>navigati<strong>on</strong> <strong>satellite</strong> system (GNSS)”. The revised policy provided revised operati<strong>on</strong>alrequirements for a future GNSS, revised and updated relevant definiti<strong>on</strong>s and a glossary used inGNSS, and also updated <str<strong>on</strong>g>the</str<strong>on</strong>g> minimum user requirements for a future GNSS, providing minimumrequirements for general navigati<strong>on</strong> and minimum maritime user requirements for positi<strong>on</strong>ing. Italso updated <str<strong>on</strong>g>the</str<strong>on</strong>g> indicative timetable for development <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS. It was also expected that <str<strong>on</strong>g>the</str<strong>on</strong>g>twenty-third sessi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Assembly <str<strong>on</strong>g>of</str<strong>on</strong>g> IMO in November 2003 would adopt a resoluti<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>Worldwide Radi<strong>on</strong>avigati<strong>on</strong> System revoking <str<strong>on</strong>g>the</str<strong>on</strong>g> existing resoluti<strong>on</strong>s A.529(13) and A.815(19)relating to accuracy standards for navigati<strong>on</strong> and operati<strong>on</strong>al requirements for worldwideradi<strong>on</strong>avigati<strong>on</strong> <strong>systems</strong>, respectively.233. The United Nati<strong>on</strong>s Office <strong>on</strong> Drugs and Crime (UNODC) is extensively andincreasingly using GPS devices in <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> its <strong>global</strong> illicit crop-m<strong>on</strong>itoring programme.The GPS data are mostly used for ground-truthing purposes to support <str<strong>on</strong>g>the</str<strong>on</strong>g> analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>imagery. GPS data are also used to establish and update a list <str<strong>on</strong>g>of</str<strong>on</strong>g> human settlements in rural areas<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> countries where <str<strong>on</strong>g>the</str<strong>on</strong>g> Programme implements annual crop surveys and alternativedevelopment programmes.42
