III.OVERVIEW OF EXISTING ACTIVITIES TO PROMOTE GNSSA. Civil GPS Service Interface Committee (CGSIC)204. The Civil GPS Service Interface Committee (CGSIC) is part <strong>of</strong> <strong>the</strong> Department <strong>of</strong>Transportation’s program to respond to <strong>the</strong> needs <strong>of</strong> civil GPS users, and to integrate GPS intocivil sector applications. CGSIC is <strong>the</strong> recognised worldwide forum for effective inter<strong>action</strong>between all civil GPS users and <strong>the</strong> United States GPS authorities. CGSIC comprises membersfrom United States and international private, government, and industry user groups. Threesubcommittees focus on specific user groups: International, Timing, and United States’ Statesand Localities. CGSIC meets semi-annually and is open to anyone interested in civil GPS issues.A summary record <strong>of</strong> each meeting is available from <strong>the</strong> NIS. Information from CGSIC membersand meetings is provided to United States GPS authorities for consideration in GPS policydevelopment and GPS service operation.205. The Civil Global Positioning System (GPS) Service Interface Committee (CGSIC) wasestablished to identify civil GPS user needs (e.g. navigation, timing and positioning) in support <strong>of</strong><strong>the</strong> Department <strong>of</strong> Transportation’s (DOT) program to exchange information concerning GPSwith <strong>the</strong> civil user community, <strong>the</strong> GPS "outreach" program. In fulfilling this responsibility, <strong>the</strong>CGSIC will <strong>report</strong> its activities to <strong>the</strong> Interagency GPS Executive Board (IGEB) and <strong>the</strong> Office <strong>of</strong><strong>the</strong> Assistant Secretary for Transportation Policy (OST/P). The CGSIC is a support to <strong>the</strong>Committee and to <strong>the</strong> Interagency GPS Executive Board (IGEB).The roles <strong>of</strong> <strong>the</strong> CGSIC are to:• Provide a forum to collect and exchange information on <strong>the</strong> worldwide civil usercommunity's GPS needs;• Identify information requirements, and methods to distribute this information to <strong>the</strong>worldwide civil GPS user community;• Conduct GPS information studies on civil user needs as requested by <strong>the</strong> IGEB oridentified by <strong>the</strong> Committee; and• Identify any GPS matters <strong>of</strong> concern - "issues" - that may need resolution and submit<strong>the</strong>m to appropriate authorities for consideration.Committee composition206. The CGSIC is comprised <strong>of</strong> representatives from relevant private, government andindustry user groups, both within <strong>the</strong> United States and international. The Committee structureconsists <strong>of</strong> a Chair, a Deputy Chair, a Secretariat, and an Executive Board. The Committee ischaired by a representative from <strong>the</strong> Assistant Secretary for Transportation Policy who providespolicy guidance and oversight to <strong>the</strong> Deputy Chair. The Deputy Chair is provided by <strong>the</strong> UnitedStates Coast Guard Navigation Center (NAVCEN), and is responsible for <strong>the</strong> CGSIC Secretariat.The Secretariat manages <strong>the</strong> Committee, maintains membership lists, co-ordinates Committeemeetings, and represents <strong>the</strong> Committee at GPS related meetings.207. The Executive Board consists <strong>of</strong> <strong>the</strong> Chair, <strong>the</strong> Deputy Chair, <strong>the</strong> Deputy Chair forInternational Affairs, <strong>the</strong> Subcommittee <strong>of</strong>ficials and representatives from <strong>the</strong> Secretariat and <strong>the</strong>three modal areas:38
• Aviation: a representative designated by <strong>the</strong> Federal Aviation Administration to addressaviation concerns;• Land: a representative designated by <strong>the</strong> Federal Highway Administration to focus onland, reference station, and timing concerns; and• Marine: a representative designated by <strong>the</strong> United States Coast Guard to address maritimematters.Subcommittees208. The CGSIC may create standing subcommittees, ad hoc subcommittees, or specialworking groups to identify specific areas <strong>of</strong> civil GPS user needs and facilitate technicalinformation exchange. The following standing subcommittees have been established:• International Subcommittee (ISC);• Timing Information Subcommittee (TISC); and• United States States and Localities Subcommittee (SFSC).209. The International Subcommittee <strong>of</strong>ficers consists <strong>of</strong> a Chair, Regional Vice-Chairs andrepresentatives from industry, government, and academia. Country points <strong>of</strong> contact areappointed to co-ordinate activities in a country.210. Standing committee chairs will be elected by <strong>the</strong> subcommittee members for a two-yearterm. Elections will be held in conjunction with a general meeting.211. The CGSIC is open to anyone with an interest in GPS. It is open to <strong>the</strong> GPS usercommunity worldwide. To join, <strong>the</strong> following information should be sent to <strong>the</strong> ExecutiveSecretariat: Name, Affiliation, Address, Phone, FAX, E-mail address, and How do you use GPS?212. The person sending <strong>the</strong> required information will <strong>the</strong>n be placed on <strong>the</strong> mailing list forannouncements and meeting summary <strong>report</strong>s and on <strong>the</strong> GPS List server to receive GPS andradionavigation announcements.Civil GPS Service Interface Committee Charter213. The CGSIC was chartered by <strong>the</strong> DOT POS/NAV Executive Committee and interfaceswith <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Assistant Secretary for Transportation Policy, <strong>the</strong> United States CoastGuard's Operations Policy Directorate, <strong>the</strong> DOT POS/NAV Executive Committee, <strong>the</strong>Interagency GPS Executive Board (IGEB) Executive Secretariat, and <strong>the</strong> GPS InteragencyAdvisory Council (GIAC).Administrative guidelines214. The administrative guidelines for <strong>the</strong> CGSIC are:• The Committee will meet as <strong>of</strong>ten as needed, but not less than annually. The date, time,and location will be announced at least two months before each meeting;• A Summary Record <strong>of</strong> each meeting should be mailed to members as soon as possibleafter <strong>the</strong> meeting on <strong>the</strong> United States Coast Guard's Navigation Center's Website;• Attendance is open to anyone with a need to exchange information or provide inputregarding civil GPS requirements, both domestic and international; and39
