Technical architecture and programme schedule145. GALILEO architecture has been designed to meet <str<strong>on</strong>g>the</str<strong>on</strong>g> service needs explained above. TheGALILEO <strong>global</strong> comp<strong>on</strong>ent, comprising <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>stellati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 27 active <strong>satellite</strong>s, plus three inorbitpassive spare <strong>satellite</strong>s <strong>on</strong> three orbital planes in Medium Earth Orbit and its associatedground segment, will broadcast <str<strong>on</strong>g>the</str<strong>on</strong>g> signals in space required to achieve <str<strong>on</strong>g>the</str<strong>on</strong>g> so-called <strong>satellite</strong>-<strong>on</strong>lyservices. The ground segment includes two c<strong>on</strong>trol centres, a network <str<strong>on</strong>g>of</str<strong>on</strong>g> uplink stati<strong>on</strong>s, sensorstati<strong>on</strong>s and a GALILEO communicati<strong>on</strong>s network.146. The regi<strong>on</strong>al comp<strong>on</strong>ents are foreseen to independently provide integrity to GALILEO incertain regi<strong>on</strong>s, in additi<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>global</strong> integrity service.147. These GALILEO <strong>satellite</strong>-<strong>on</strong>ly services can be enhanced locally with <str<strong>on</strong>g>the</str<strong>on</strong>g> help <str<strong>on</strong>g>of</str<strong>on</strong>g> localelements that may be deployed for extra accuracy or integrity around airports, harbours, railheadsand in urban areas. C<strong>on</strong>sequently, <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>global</strong> comp<strong>on</strong>ent will be designed from <str<strong>on</strong>g>the</str<strong>on</strong>g> start so as toeasily interface with <str<strong>on</strong>g>the</str<strong>on</strong>g>se elements.148. In <str<strong>on</strong>g>the</str<strong>on</strong>g> same way, <str<strong>on</strong>g>the</str<strong>on</strong>g> interoperability between GALILEO and external comp<strong>on</strong>ents willbe a major driver <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO design to allow for <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> applicati<strong>on</strong>sembedding or combining GALILEO services and external <strong>systems</strong> services (e.g. navigati<strong>on</strong> orcommunicati<strong>on</strong> <strong>systems</strong>, mobile ph<strong>on</strong>es).149. For example, <str<strong>on</strong>g>the</str<strong>on</strong>g> combined use <str<strong>on</strong>g>of</str<strong>on</strong>g> GALILEO and GPS standard positi<strong>on</strong>ing service willresult in a 95% availability <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong> signals in an urban envir<strong>on</strong>ment. For comparis<strong>on</strong>, relying<strong>on</strong> GPS <strong>on</strong>ly gives today a 55% availability.150. Interoperability, added performance, safety, new applicati<strong>on</strong>s and wider use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>technology are key factors in <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong> and development <str<strong>on</strong>g>of</str<strong>on</strong>g> GALILEO.151. The GALILEO programme involves <str<strong>on</strong>g>the</str<strong>on</strong>g> following phases:• Development and in-Orbit validati<strong>on</strong> (2003-2005);• Deployment (2006-2007); and• Operati<strong>on</strong>s (from 2008).152. The definiti<strong>on</strong> phase has been completed earlier. The manufacturing <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>satellite</strong>s and<str<strong>on</strong>g>the</str<strong>on</strong>g> related ground segment and launching <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> first <strong>satellite</strong>s will be completed during <str<strong>on</strong>g>the</str<strong>on</strong>g>Development and In-Orbit Validati<strong>on</strong> Phase. This phase is co-funded by EC and ESA. The cost<str<strong>on</strong>g>of</str<strong>on</strong>g> developing and deploying <str<strong>on</strong>g>the</str<strong>on</strong>g> system, including <str<strong>on</strong>g>the</str<strong>on</strong>g> launch <str<strong>on</strong>g>of</str<strong>on</strong>g> 30 <strong>satellite</strong>s and commissi<strong>on</strong>ing<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ground infrastructure is 3.4 billi<strong>on</strong> Euros.153. The GALILEO Joint Undertaking is an enterprise that has overseen <str<strong>on</strong>g>the</str<strong>on</strong>g> programimplementati<strong>on</strong> since September 2003 and is preparing <str<strong>on</strong>g>the</str<strong>on</strong>g> grounds for <str<strong>on</strong>g>the</str<strong>on</strong>g> deployment <str<strong>on</strong>g>of</str<strong>on</strong>g>infrastructure.154. The first two experimental GALILEO <strong>satellite</strong>s are currently being built so as to retain<str<strong>on</strong>g>the</str<strong>on</strong>g> priority allocated when <str<strong>on</strong>g>the</str<strong>on</strong>g> frequencies were applied for within <str<strong>on</strong>g>the</str<strong>on</strong>g> ITU.155. In <str<strong>on</strong>g>the</str<strong>on</strong>g> deployment phase <str<strong>on</strong>g>the</str<strong>on</strong>g> private sector will c<strong>on</strong>tribute through a c<strong>on</strong>cessi<strong>on</strong> scheme toensure <str<strong>on</strong>g>the</str<strong>on</strong>g> user-orientati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GALILEO services.
