Ten signals will be needed to provide <str<strong>on</strong>g>the</str<strong>on</strong>g>se services. They will be broadcast <strong>on</strong> frequencybands E5A-E5B, E6, E2-L1-E1 allocated to radi<strong>on</strong>avigati<strong>on</strong> <strong>systems</strong> by <str<strong>on</strong>g>the</str<strong>on</strong>g> WorldRadiocommunicati<strong>on</strong>s C<strong>on</strong>ferences <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Internati<strong>on</strong>al Telecommunicati<strong>on</strong> Uni<strong>on</strong> (ITU) in 1997and 2000.138. C<strong>on</strong>sidering <str<strong>on</strong>g>the</str<strong>on</strong>g> limited availability <str<strong>on</strong>g>of</str<strong>on</strong>g> spectrum for <strong>satellite</strong> navigati<strong>on</strong>, an overlay <str<strong>on</strong>g>of</str<strong>on</strong>g>frequency bands used by GPS and GALILEO is inevitable. Such sharing complies withinternati<strong>on</strong>al ITU principles when <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no harmful interference to ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> two <strong>systems</strong>. Italso c<strong>on</strong>tributes to interoperability by facilitating <str<strong>on</strong>g>the</str<strong>on</strong>g> joint use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO and GPS forbetter performance.140. The European Uni<strong>on</strong> is raising awareness and promoting GNSS through a variety <str<strong>on</strong>g>of</str<strong>on</strong>g>activities and instruments linked mainly to <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO programme. These include promoti<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> technology at high political level by <str<strong>on</strong>g>the</str<strong>on</strong>g> EC and <str<strong>on</strong>g>the</str<strong>on</strong>g> European Parliament.141. At <str<strong>on</strong>g>the</str<strong>on</strong>g> user level, <str<strong>on</strong>g>the</str<strong>on</strong>g> EC c<strong>on</strong>tributes to <str<strong>on</strong>g>the</str<strong>on</strong>g> work <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> standardisati<strong>on</strong> and userorganizati<strong>on</strong>s, GALILEO user forums, sp<strong>on</strong>soring <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS c<strong>on</strong>ferences, through ECpublicati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO newsletter and <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO website(http://europa.eu.int/comm/dgs/energy_transport/GALILEO).142. At <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific and industrial levels <str<strong>on</strong>g>the</str<strong>on</strong>g> EU finances extensive research anddevelopment activities in co-operati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> ESA. A number <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>-EU countries have alreadyparticipated in <str<strong>on</strong>g>the</str<strong>on</strong>g>se activities.143. The GALILEO Joint Undertaking will gradually take over and expand many <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>seactivities particularly in end-user, industrial and scientific arena. The regulatory and internati<strong>on</strong>alpolicy activities remain with <str<strong>on</strong>g>the</str<strong>on</strong>g> EC.144. On a technical level, <str<strong>on</strong>g>the</str<strong>on</strong>g> EC and <str<strong>on</strong>g>the</str<strong>on</strong>g> ESA have performed dem<strong>on</strong>strati<strong>on</strong>s and tests <str<strong>on</strong>g>of</str<strong>on</strong>g>EGNOS services in various parts <str<strong>on</strong>g>of</str<strong>on</strong>g> Europe and in Africa toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with local authorities. More <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g>se activities will follow in o<str<strong>on</strong>g>the</str<strong>on</strong>g>r c<strong>on</strong>tinents.29
