The EU and ESA have c<strong>on</strong>cluded in successive stages that uncertainties <str<strong>on</strong>g>of</str<strong>on</strong>g> this kind, <str<strong>on</strong>g>the</str<strong>on</strong>g>m<strong>on</strong>opolistic role <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GPS and <str<strong>on</strong>g>the</str<strong>on</strong>g> lack <str<strong>on</strong>g>of</str<strong>on</strong>g> civil c<strong>on</strong>trol do limit <str<strong>on</strong>g>the</str<strong>on</strong>g> usefulness <str<strong>on</strong>g>of</str<strong>on</strong>g> currentlyavailable GNSS applicati<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> service <str<strong>on</strong>g>of</str<strong>on</strong>g> future ec<strong>on</strong>omies. They have committed <str<strong>on</strong>g>the</str<strong>on</strong>g>mselvesto share with <str<strong>on</strong>g>the</str<strong>on</strong>g> current GNSS States <str<strong>on</strong>g>the</str<strong>on</strong>g> burden <str<strong>on</strong>g>of</str<strong>on</strong>g> providing independent <strong>satellite</strong> navigati<strong>on</strong>services for users worldwide. In additi<strong>on</strong>, GALILEO aims to c<strong>on</strong>tribute significantly by reducing<str<strong>on</strong>g>the</str<strong>on</strong>g> shortcomings described above and by providing additi<strong>on</strong>al navigati<strong>on</strong> signals broadcast invarious frequency bands.127. Innovative thinking c<strong>on</strong>cerning service guarantees, technological soluti<strong>on</strong>s, protecti<strong>on</strong>methods, services, <str<strong>on</strong>g>the</str<strong>on</strong>g> role <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> private sector and internati<strong>on</strong>al co-operati<strong>on</strong> c<strong>on</strong>stitute elements<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European <strong>satellite</strong> navigati<strong>on</strong> policy. GALILEO will take us a fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r step towards a GlobalNavigati<strong>on</strong> Satellite System where <str<strong>on</strong>g>the</str<strong>on</strong>g> user can count <strong>on</strong> a truly c<strong>on</strong>tinuous and reliable serviceanywhere in <str<strong>on</strong>g>the</str<strong>on</strong>g> world backed up by several signals from interoperable c<strong>on</strong>stellati<strong>on</strong>s.128. This strategy is laid down in <str<strong>on</strong>g>the</str<strong>on</strong>g> communicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> EC <strong>on</strong> GALILEO in 1999, 2000and 2002. The Ministries <str<strong>on</strong>g>of</str<strong>on</strong>g> Transport <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> meeting in <str<strong>on</strong>g>the</str<strong>on</strong>g> Council adopted in2001 a resoluti<strong>on</strong>, highlighting <str<strong>on</strong>g>the</str<strong>on</strong>g> objective <str<strong>on</strong>g>of</str<strong>on</strong>g> European aut<strong>on</strong>omy for such a strategic andcrucial technology for <str<strong>on</strong>g>the</str<strong>on</strong>g> benefit <str<strong>on</strong>g>of</str<strong>on</strong>g> societies and ec<strong>on</strong>omies in general. The Research Ministers<str<strong>on</strong>g>of</str<strong>on</strong>g> ESA <str<strong>on</strong>g>the</str<strong>on</strong>g>n agreed <strong>on</strong> an integrated visi<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> European GNSS Services by <str<strong>on</strong>g>the</str<strong>on</strong>g>combined use <str<strong>on</strong>g>of</str<strong>on</strong>g> EGNOS (European Geostati<strong>on</strong>ary Navigati<strong>on</strong> Overlay Service) and GALILEOservices.129. A crucial step was taken <strong>on</strong> 26 March 2002 when <str<strong>on</strong>g>the</str<strong>on</strong>g> Council <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong>decided <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> development phase <str<strong>on</strong>g>of</str<strong>on</strong>g> GALILEO and c<strong>on</strong>firmed <str<strong>on</strong>g>the</str<strong>on</strong>g>ir financial support to it,approving thus <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> a GALILEO Joint Undertaking to manage <str<strong>on</strong>g>the</str<strong>on</strong>g> developmentactivities. The Council <str<strong>on</strong>g>of</str<strong>on</strong>g> ESA agreed <strong>on</strong> half <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tributi<strong>on</strong> by <str<strong>on</strong>g>the</str<strong>on</strong>g> EC and ESA <strong>on</strong> 26 May2003. This means that GALILEO c<strong>on</strong>tinues to be financed 50% by <str<strong>on</strong>g>the</str<strong>on</strong>g> EC and 50% by <str<strong>on</strong>g>the</str<strong>on</strong>g>European Space Agency during <str<strong>on</strong>g>the</str<strong>on</strong>g> development phase.From policy to projects: GALILEO and EGNOS130. The instruments to achieve <str<strong>on</strong>g>the</str<strong>on</strong>g> European objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> increased availability, reliability,aut<strong>on</strong>omy and user friendliness in <strong>satellite</strong> navigati<strong>on</strong> are tw<str<strong>on</strong>g>of</str<strong>on</strong>g>old and comprise <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>alEGNOS system and <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>global</strong> GALILEO system.131. Europe has developed since 1995 <str<strong>on</strong>g>the</str<strong>on</strong>g> EGNOS system in order to improve <str<strong>on</strong>g>the</str<strong>on</strong>g> quality <str<strong>on</strong>g>of</str<strong>on</strong>g>services provided and inform users about <str<strong>on</strong>g>the</str<strong>on</strong>g> integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GPS and GLONASS c<strong>on</strong>stellati<strong>on</strong>s.EGNOS is <str<strong>on</strong>g>the</str<strong>on</strong>g> forerunner <str<strong>on</strong>g>of</str<strong>on</strong>g> GALILEO and <str<strong>on</strong>g>the</str<strong>on</strong>g> first European c<strong>on</strong>tributi<strong>on</strong> to <strong>global</strong> <strong>satellite</strong>navigati<strong>on</strong>. Since 2000, EGNOS has provided a test signal in an area covering all European Statesand some dem<strong>on</strong>strati<strong>on</strong>s activities have been performed to provide an EGNOS test signal outsideEurope such as in <str<strong>on</strong>g>the</str<strong>on</strong>g> Middle East and in Africa. The system will be fully operati<strong>on</strong>al by 2004.132. Besides its own operati<strong>on</strong>al objective as <str<strong>on</strong>g>the</str<strong>on</strong>g> European Satellite Based Augmentati<strong>on</strong>System al<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> United States WAAS and <str<strong>on</strong>g>the</str<strong>on</strong>g> Japanese MSAS, EGNOS has dem<strong>on</strong>strated <str<strong>on</strong>g>the</str<strong>on</strong>g>potential <str<strong>on</strong>g>of</str<strong>on</strong>g> civil GNSS and Europe’s determinati<strong>on</strong> for interoperability with <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r <strong>satellite</strong>navigati<strong>on</strong> <strong>systems</strong>. EGNOS and GALILEO will be integrated into each o<str<strong>on</strong>g>the</str<strong>on</strong>g>r by <str<strong>on</strong>g>the</str<strong>on</strong>g> end <str<strong>on</strong>g>of</str<strong>on</strong>g> thisdecade.27
